San Joaquin Valley <br /> Unified Air Pollution Control District <br /> March 9, 1999Kai <br /> C <br /> Luoma <br /> San Joaquin Countyo�nm��i� <br /> Community Development Department &&k <br /> Development <br /> Development Services Division <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> SUBJECT: SITE APPROVAL FOR ANEW ALMOND SHELLER (SA-99-08) <br /> Dear Mr. Luoma: <br /> The San Joaquin Valley Unified Air Pollution Control District (District) has reviewed th <br /> above referenced project and offers the following comments, <br /> The San Joaquin Valley's air quality has been designated nonattainment by the EPA <br /> and by the Air Resources Board (ARB) for 03 (ozone) and PM-10 (fine particulate <br /> matter, dust). The Federal Clean Air Act (CAA) and the California Clean Air Act require <br /> areas that are designated nonattainment to reduce emissions until standards are met. <br /> Based on the information provided, it appears that this project will have a less-than- <br /> significant impact on the ambient air quality. Therefore, a negative declaration is <br /> appropriate from an air quality perspective. However, the construction phase of this <br /> project can generate emission from the movement of soil, use of heavy equipment, bulk <br /> materials handling, asphalt paving and other related activities. As a result, this project <br /> is subject to District Regulation Vill (Fugitive Dust Prohibitions). The purpose of <br /> Regulation VIII is to reduce the amount of fine particulate matter (PM-10) entrained into <br /> the ambient air from man-made sources. The attached Synopsis highlights many of the <br /> requirements contained within Regulation VIII. The Synopsis is not meant to be all- <br /> inclusive, but it can be a useful compliance aid in the field and office alike. <br /> In addition, certain equipment may be subject to the permitting requirements of the <br /> District. Any equipment subject to the District's Permit to Operate requirements must <br /> obtain an Authority to Construct (ATC) from the District. Construction of equipment that <br /> requires an ATC, such as foundations and utility hookups for the equipment, cannot <br /> begin until an ATC is obtained. This process can take up to 180 days. Construction of <br /> equipment not requiring a District permit is not subject to this ATC requirement. <br /> David L.
