INTRODUCTION <br /> This Soil Suitability Study presents the results of our investigation concerning the soil strata and <br /> groundwater under the subject property referenced on the Title Page. Our study was completed <br /> to satisfy the requirements of the San Joaquin County Environmental Health Department for their <br /> support of a proposed zoning change for this project. Specifically, the Environmental Health <br /> Department is requiring 1.)Determine if the indigenous soils are conducive to accept effluent <br /> flows for the anticipated lifespan of the current and future on-site septic systems, 2.) Sample and <br /> test the underlying soil for nitrate-nitrogen content to assess the potential for nitrate leaching <br /> from the vadose zone, 3.) Sample and test water from the water table, or top unconfined aquifer <br /> to analyze it for current nitrate impact, 4.)Review the files at the Environmental Health <br /> Department for historical nitrate concentrations and ensure the Public Water Supply serving the <br /> Bogetti facility is currently in compliance, and 5.) Provide recommendations based upon the <br /> environmental criteria encountered in this study. Our report is in compliance with the <br /> requirements for a Soil Suitability Study under Development Title Section 9-1105.2 Item (d) of <br /> the San Joaquin County Ordinance Codes. <br /> SUBJECT SITE AND STUDY AREA BACKGROUND INFORMATION <br /> It is our understanding that the purpose of this project is to change the zoning of the subject <br /> parcel to accommodate certain businesses that Mr. Bogetti would like to operate, or have small <br /> business people/independent contractors operate. The subject property is currently under <br /> General Plan A/G with the zoning as C-X, and is located on the border between San Joaquin and <br /> Stanislaus Counties. It is proposed to file for re-zone to C-RS, commercial - rural services. <br /> The attached SITE DEVELOPMENT PLAN Map as drawn by R. B. Welty and Associates of <br /> Modesto, California illustrates the designations and orientation of all the businesses associated <br /> with the subject property. These include a United States Post Office, the Orchard Restaurant, <br /> Gift Shop, Service Station, Tire Shop, Day Care, Barber Shop, Water Park and a Recreational <br /> Vehicle (RV)Park. All these present and fixture facilities are, or will be,tied into the existing <br /> septic system. Additional septic system capacity may be needed, which will be dependent upon <br /> future wastewater flows. As referenced in the Introduction, soil testing for effluent acceptance <br /> was a requirement of the Environmental Health Department. The domestic well that serves the <br /> facility is denoted on this Site Development Plan map. <br /> The topography of the site is relatively flat; therefore, design criteria for slopes in the leachfield <br /> area will not have to be considered. On-site stormwater drainage flows away from the existing <br /> structures and onto the surrounding open land, or in drainage ditches adjacent to the existing <br /> roads. Drainage does not appear to affect the existing septic systems either near the RV Park, or <br /> Page-1- <br /> Chesir Consulting <br />
