LFR Inc.
11.2 Historical RECs
LFR identified no historical RECs during this Phase I ESA.
11.3 De Minimis Conditions
Several miscellaneous house-hold trash and debris piles were observed at the Site
primarily within the storm water collection basin. The debris piles are considered de
Wnimis and do not represent an environmental-eeneefx ver, they should be
removed from the Site and disposed of in accordance with approp sposal
requireme paten ' p Jc sys em assoeJa a wJ the farmer mue
e septic system is considered de minimis and does not represent an envi ental
m. If a septic system is discovered durin futur activities, it should
be remove in a ory guidelines.
11.4 Non-ASTM Environmental Issues
LFR understands that the well located on the southwestern comer of the Site is
identified as the "Old Victorian Park Well" and is no longer in use. As a result, LFR
recommends that the well be properly destroyed using San Joaquin County -
Environmental Health Department protocol.
12.0 OPINION
The findings noted above did indicate the presence of one potential REC associated
with the numerous soil stockpiles from unknown sources disposed of onsite without the
site owner's authorization.
13.0 CONCLUSIONS
LFR has performed a Phase I ESA in conformance with the scope and limitations of
ASTM Standard Practice E 1527-05 and the requirements of our Consulting Agreement
with JLH Realty and Construction, Inc. dba John Laing Homes ("Company")
concerning the property known as approximately 17-Acre Site consisting of Multiple
Parcels located off of Lower Sacramento Road in Stockton, California. LFR identified
the presence of numerous soil stockpiles from unknown sources deposited at the Site as
a potential REC. LFR recommends that the soil stockpiles be removed by the site
owner and a subsequent site walk be conducted to ensure that the stockpiles have been
removed adequately and no further investigation is warranted.
003-09276-OD_L.w.,S==n nloRoad_JLHows_Phase I ESA:cIh Page 29
