LFR Inc.
7.3.1 California Regional Water Quality Control Board —Central Valley Region
(RWQCB)
LFR did not contact the RWQCB for records concerning hazardous spills, USTs, and
LUSTS at the Site based on the lack of a Site address. It is unlikely that the RWQCB
would have any records for the Site, as their records are maintained by street address
and addresses have not been assigned to the Site. Further, if RWQCB did have
records, based on its review of other sources, LFR considers it unlikely that any
records from the RWQCB would alter the conclusions and recommendations of this
report. LFR did review web-based Geotracker reports for offsite facilities.
7.3.2 Department of Toxics Substance Control (DTSC)
LFR did not contact the Department of Toxics Substance Control (DTSC) for records
for the Site based on the lack of site addresses for the parcels associated with the Site.
It is unlikely that the DTSC would have any records for the Site, as their records are
maintained by street address and no addresses have been assigned to the Site. Further,
if DTSC did have records, based on its review of other sources, LFR considers it
unlikely that any records from DTSC would alter the conclusions and recommendations
of this report.
7.3.3 San Joaquin County - Environmental Health Department
LFR contacted the San Joaquin County - Environmental Health Department ("EHD")
for information regarding facilities with leaking underground storage tanks, hazardous
water storage and/or hazardous incidents at the Site. No information was available for
the Site pertaining to these issues. However, LFR inquired as to the County records
pertaining to the well located on the southwestern corner of the Site. According to Ms. ? )
Edrienne Ellsaesser, Lead Senior Registered Environmental Health Specialist with the
County, the well is identified as the "Old Victorian Park Well" which was used to
provide water to the buildings adjacent and southeast of the Site. Ms. Ellsaesser stated
that the well consists of an 8-inch steel casing extending approximately 107 feet bgs.
Information pertaining to the construction details (i.e. perforated interval) was not
available. However, Ms. Ellsaesser added that the owner was instructed to destroy the
well by November 30, 2004 using San Joaquin County - Environmental Health
Department Protocol.
7.3.4 San Joaquin County -Agricultural Commissioners Office
LFR contacted the San Joaquin County - Agricultural Commissioners Office (ACO)
for information pertaining to pesticide use permits. LFR did not receive a reply from
the ACO prior to the production of this report. If information is obtained that alters the
findings and conclusions of this report, it will be forwarded in an addendum.
003-09746-00 LowerSwc ntoRoad RAOMs Phase I ESA:c16 Page 21
