She has worked in the environmental field since 2002. Ms. <br /> Racco is listed as a Registered Environmental Property Assessor (REPA) <br /> through the National Registry of Environmental Professionals (NREP); she was a <br /> California Registered Environmental Assessor (REA) in good standing prior to <br /> the July 2012 closure of the California Department of Toxic Substances Control's <br /> REA program. She has received 40 hours training in Hazardous Waste <br /> Operations and Emergency Response. <br /> David Welch is a California Professional Engineering Geologist, Hydrogeologist, <br /> and Geophysicist. He received a bachelor's degree in geology from the <br /> University of the Pacific and a master's degree in geology from San Jose State <br /> University. He has worked in the engineering geology, environmental, and <br /> geophysical fields since 1990.
