L U %IJ <br /> L Octber 13, 2004 <br /> NOA Project Number: E04122A <br /> ILI Regional Water Quality Control Board <br /> { Our office reviewed the Leaking Underground Storage Tanks(LUST)list Quly 2004), the Water Purveyorr <br /> Quarterly Deport on MTBE Quly 2004), and the Spills,Leaky, Investigations, and Cleanups(SLIC)list (April <br /> 2004)on file with the Central Valley Regional Water Quality Control Board(CVRWQCB)in an attempt <br /> L to determine if there are any files present at that agency which note the unauthorized release of a tonic <br /> or hazardous agent into the environment on the subject property or within a one-quarter mile radius <br /> of the subject property. The subject property was not listed on any of these databases. The following <br /> Laddresses within one-quarter mile of the subject property were found on the databases: <br /> Jamar Service 4075 E. Main St. <br /> L Blue Star 4040 Main St. <br /> Quik Stop #76 1030 S. Olive Ave. <br /> These sites are discussed below. <br /> 3.1.2 San Joaquin County Environmental Health Department <br /> LAccording to Ms. Kimberly Campbell of the San Joaquin County Environmental Health Department <br /> (EHD), no files were available for the subject property addresses of 3740, 3782, and 3800 East <br /> j Guernsey Avenue (personal communication, October 12, 2004). <br /> L <br /> The Underground Storage Tank Site Mitigation List, dated June 24,2004,and the LOP/Non-LOP Sites list, <br /> L dated July 20,2004,were reviewed at the EHD on October 4, 2004. The following sites were found <br /> within one-quarter mile of the subject property: <br /> L Jamar Service 4075 E. Main St. <br /> Fixe Company#12 4010 E. Main St. <br /> Hershel Vance 4125 E. Main St <br /> Quik Stop #76 1030 S. Olive Ave. // ) <br /> L Blue Star 4040 E. Main St l 3 l <br /> LThe Fire Company #12 and Hershel Vance cases are closed. <br /> According to information reviewed at EHD,Jamar Service is located approximately one-quarter mile <br /> northeast of the subject property. The Third Quarter, 2003 Groundwater Monitoring Report, prepared by <br /> V <br /> GHH Engineering and dated November 2003,was the latest report available. This report indicated that <br /> groundwater flow is to the southeast at the Jamar facility, cross-gradient to the subject property. The <br /> j closest monitoring wells to the subject property,MW-3 and MW-4,were found to have total petroleum <br /> hydrocarbon (TPI-1) concentrations of 1,900 and 3,700 ftg/l, repectively. Benzene, toluene, <br /> ethylbenzene,and total xylenes (BTEX) and methyl tertiary butyl ether (MTBE)were also detected in <br /> Lthese wells.
