PC: 3-7-91 <br /> ZR-91-6/SU-91-8 <br /> STAFF ANALYSIS <br /> POLICY CONSIDERATIONS : <br /> General Plan and Zoning: <br /> The project site is designated as Low Density Residential by <br /> the General Plan. The R1-U zone is one of the consistent <br /> implementing zones for this designation. <br /> The R1-U zone permits a minimum lot size of 6 , 000 square feet <br /> and a minimum lot width of 60 feet, except that corner lot <br /> widths are 75 feet. The proposed lots for the Eaglecrest Unit <br /> Three subdivision conform to the minimum parcel size and width <br /> requirements of the R1-U zone, except for two corner lots. <br /> The developer has been advised and will make the corrections <br /> on the Final Map. <br /> Staff has considered the housing needs of the County in <br /> recommending approval of this subdivision and has concluded <br /> that the housing that may result from this approval can be <br /> balanced with the service requirements of existing residents <br /> in the area. <br /> AREA/NEIGHBORHOOD COMPATIBILITY: <br /> Land Use• <br /> The site contains two residences. The remainder of the 10 . 7 <br /> acres is a vacant field with the remains of an old orchard on <br /> the west portion of the site. The site surrounds an existing, <br /> legal , nonconforming cabinet shop. Conditions have been <br /> developed that will screen the cabinet shop from the <br /> subdivision. A solid masonry wall will be required to <br /> separate the cabinet shop and the subdivision on the west and <br /> the south. On the east side, a chain-link fence shall be <br /> installed with vegetation to act as a screen. The rest of the <br /> area has been developed with single-family residences. <br /> Traffic/Circulation: <br /> Access to the proposed subdivision will be via the extension <br /> of Hinkley Avenue south of Guernsey Avenue. The developer has <br /> submitted a circulation plan that shows future access to the <br /> subdivision from Oro Avenue and from the west end of Guernsey <br /> Ave. The subdivision streets will be dedicated and improved <br /> to County standards for 50-foot-wide rights-of-way.
