ZR-91-6 OF J.C. <br /> DILLARD AND D. WINCHELL (CO/ WONG ENGINEERS, INC. ) <br /> (DISTRICT 3) <br /> IT IS RECOMMENDED: <br /> That the Board of Supervisors: <br /> 1. Approve the Negative Declaration; and <br /> 2. Approve Zone Reclassification Application No. ZR-91-6 based on the <br /> "Bases of Zone Reclassification" contained in the staff report. <br /> REASON FOR RECOMMENDATION: <br /> The proposed project is to rezone a 23-acre area from R1-8 (Residential; 8000- <br /> square-foot minimum parcel size) to R1-U (Residential; 6000-square-foot minimum <br /> parcel size) . The underlying project is a Major Subdivision to divide a 10.7 <br /> acre parcel into 38 residential lots. <br /> The Planning Commission heard this matter at its meeting of March 7, 1991. At <br /> the public hearing, Chance Wong, the agent, spoke in favor of the project. Tom <br /> Patterson spoke in opposition. Mr. Patterson owns the adjoining property and was <br /> concerned over the single access to the proposed subdivision and the traffic <br /> circulation plan. Mr. Patterson stated that he had planned to build a second <br /> house on his property where the proposed road in the traffic circulation plan is <br /> shown. The Commission explained that if he extended the road across his property <br /> there would be the potential to divide his land and build another house.
