Analysis <br /> General Plan Consistency <br /> The General Plan's Policies for Limited Industrial Development state that such uses shall be developed <br /> so that industrial activities are conducted entirety within enclosed buildings and outdoor storage areas <br /> are screened. The recommended Conditions of Approval include restrictions that will ensure compliance <br /> with the noted General Plan Policies. <br /> Land Use <br /> The structure on the property was approved by Use Permit Application No. U-77-102 in June 1977 for a <br /> farm service center to permit agricultural equipment sales and repair. Beginning in 1979, the owners of <br /> the property began developing and manufacturing the medical waste treatment products that are currently <br /> produced on the subject property, while at the same time continuing to produce and repair agricultural <br /> equipment. By 1982, the facility was converted to full-time production of medical waste treatment <br /> products, and the company's name was changed to San-I-Pak. A recent field check of the site noted that <br /> the area around the building is being used to spray paint and store equipment. The recommended <br /> Conditions of Approval include limits on outside storage and a restriction against painting outside of the <br /> building. <br /> Because a majority of the on-site parking and the commercial coach for the facility are located on the <br /> adjacent parcel, the recommended Conditions of Approval include a requirement for either a merger of <br /> or a lot line adjustment between the original one-acre project site and the 4.15-parcel to the north. <br /> San Joaquin County UP-95-10/Hall <br /> Community Development Page 5 <br />
