The projects are <br /> located along Hansen Road, south of Schulte Road, southwest of <br /> Tracy in San Joaquin County. The first Site Approval Application <br /> is on the east side of Hansen Road and would permit development <br /> of a wooden pallet recycling facility on approximately 9 .85 <br /> acres. The second proposal is on the west side of Hansen Road <br /> and would permit the construction of a concrete casting facility <br /> for highway related products on approximately 15 . 53 . <br /> Wildlife habitat conditions on and adjacent to the project <br /> site` consist of irrigated pasture, annual grasslands, industrial <br /> development (Safeway Truck Distribution Facility) , and the <br /> California Aqueduct. The project site is a short distance east <br /> of Highway. I-580 . There is a roadway underpass as well as, a <br /> railroad underpass connecting the project site with more <br /> extensive annual grasslands on the west side of I-580 . <br /> We are concerned with the proposed projects potential for <br /> adverse impacts to the Federal-listed endangered San Joaquin kit <br /> fox (Vulnes macrotis mutica) . Both projects are within the <br /> boundaries of the San Joaquin kit fox Habitat Conservation Plan <br /> (HCP) area. The kit fox HCP identifies agricultural lands as <br /> providing significant habitat for the kit fox. The proposed <br /> change in land use from agriculture or annual grassland to <br /> industrial will ultimately result in a loss of habitat for the <br /> kit fox. Therefore, we recommend that the applicants be required <br /> to mitigate the proposed project' s impacts by providing three <br /> acres of protected habitat for every acre of habitat that is <br /> lost. Habitat protection should consist of purchase of either <br /> fee title or a conservation easement on suitable habitat within <br /> the core conservation area as described in the HCP. The terms of <br /> the conservation easement and the location of the mitigation <br /> lands must be acceptable to the DFG. <br /> Pursuant to Public Resources Code Sections 21092 and <br /> 21092 . 2, the DFG requests written notification of the proposed <br /> actions and pending decisions regarding this project. Written <br /> notification should be directed to this office. <br />
