The appellants are owners of properties located south of these <br /> projects. The only access for those properties is by Hansen Road via easements. Each appeal is of <br /> Public Works Condition No. 11. Condition No. 11 requires roadway abandonment: <br /> 11. All improvements shall be in conformance with the Improvement Standards and Specifications of <br /> the County of San Joaquin. All improvement plans and specifications must be approved by the <br /> County of San Joaquin Department of Public Works prior to approval of the Improvement Plan. <br /> The developer shall initiate road abandonment proceedings through the Real Property Division <br /> for that portion of Hansen Road south of the northerN right-of-way of Southern Pacific Railroad. <br /> (Development Title Section 9-1150.2) <br /> Site Approval No. SA-93-49 is for a concrete casting facility for highway related products on 15 acres <br /> along the south side of the California Aqueduct. Approximately 5,600 square feet of existing buildings <br /> are to be used for storage, a shop, and rebar cage assembly. The applicant stated that there will be 10 <br /> employees on the heaviest shift. Hours of operation will be from 6:00 am. to 8:00 p.m., Monday through <br /> Friday. The applicant expects 50 vehicle trips per day. <br /> Site Approval No. SA-93-50 is for a pallet recycling facility on 10 acres located across from the concrete <br /> facility. The facility will repair broken pallets and deliver any scrap lumber to a wood-fired power plant. <br /> A 1500-square-foot pole barn is proposed. Existing on the site is an office/garage and a caretaker <br /> residence. The applicant stated that there will be 10 employees on the heaviest shift. Hours of operation <br /> are from 6:00 a.m. to 8:00 p.m., Monday through Friday.
