The Ordinance requirements in place at the time the use was established did not require a minimum width <br /> of pavement; however, a 20-foot minimum road width was adopted after the use was established. The <br /> Initial Study indicates that existing average daily traffic courts for Woodbridge Road in the vicinity of the <br /> subject parcel and the number of trip ends that will be generated by the use are low enough that no <br /> significant, adverse traffic impacts would result from approval of the project. The Departmert of Public <br /> Works analyzed the application and determined that the width of Woodbridge Road is adequate for the <br /> proposed use. The recommended Conditions of Approval include the requirement that the approved <br /> trucks and trailers be kept on the subject parcel. The regulation of vehicle speeds is relevant to State and <br /> local vehicle codes, rather than zoning regulations. <br /> Public Safety. The letters of opposition stated that approval of the project would endanger the safety of <br /> local children and students traveling in school buses on local roads. <br /> The truck parking use has been in operation since before 1987, and no evidence was submitted to <br /> indicate that the applicant's vehicles have been involved in any accidents during that time or that this <br /> segment of Woodbridge Road is any less safe than any other road in the County that is used by <br /> agricultural trucks. <br /> Zoning/Land Use Compatibility. The letters of opposition state that the proposed use belongs in a <br /> commercially zoned area and that there are no agricultural products grown on the property. <br /> The various Ordinances that have regulated truck parking since it became a permitted use, as well as the <br /> current Ordinance, have not required parcels on which truck parking is permitted to grow agricultural <br /> products but rather only that the property contain a residence occupied by the owner-operator of the <br /> trucks and trailers. The applicants' use of the property has been for the wholesaling of hay. Since the <br /> adoption of the first Ordinance permitting truck parking, the use has been permitted in agricultural zones, <br /> subject to meeting specific requirements on the maximum number of vehicles and restrictions against non- <br /> family member employees.
