The Ordinance requirements in place at the time the use was established did not require a minimum width
of pavement; however, a 20-foot minimum road width was adopted after the use was established. The
Initial Study indicates that existing average daily traffic courts for Woodbridge Road in the vicinity of the
subject parcel and the number of trip ends that will be generated by the use are low enough that no
significant, adverse traffic impacts would result from approval of the project. The Departmert of Public
Works analyzed the application and determined that the width of Woodbridge Road is adequate for the
proposed use. The recommended Conditions of Approval include the requirement that the approved
trucks and trailers be kept on the subject parcel. The regulation of vehicle speeds is relevant to State and
local vehicle codes, rather than zoning regulations.
Public Safety. The letters of opposition stated that approval of the project would endanger the safety of
local children and students traveling in school buses on local roads.
The truck parking use has been in operation since before 1987, and no evidence was submitted to
indicate that the applicant's vehicles have been involved in any accidents during that time or that this
segment of Woodbridge Road is any less safe than any other road in the County that is used by
agricultural trucks.
Zoning/Land Use Compatibility. The letters of opposition state that the proposed use belongs in a
commercially zoned area and that there are no agricultural products grown on the property.
The various Ordinances that have regulated truck parking since it became a permitted use, as well as the
current Ordinance, have not required parcels on which truck parking is permitted to grow agricultural
products but rather only that the property contain a residence occupied by the owner-operator of the
trucks and trailers. The applicants' use of the property has been for the wholesaling of hay. Since the
adoption of the first Ordinance permitting truck parking, the use has been permitted in agricultural zones,
subject to meeting specific requirements on the maximum number of vehicles and restrictions against non-
family member employees. Both those restrictions are contained in the recommended Conditions of
Approval.
San Joaquin County SA-94-11/Keylon
Community Development Page 6
