Chance Wong <br /> Wong Engineers, Int. <br /> 4578 Feather River Drive - Suite A <br /> Stockton CA 95219 <br /> EYTENSION OF WATER LINE Pi ILSRL AN ROAD <br /> In response to your letter of September 30, 1994, I asked Mark Madison, Senior Civil Engineer, <br /> to evaluate the ability of the existing system to provide water, in sufficient quantities and pressure, <br /> to the proposed project located 6,400 linear feet from Mathews Road. <br /> Mr. Madison used a slightly lower "C" factor which is more representative of conditions that will <br /> result from several years of use and are consistent with what we have used for past analysis. His <br /> calculations show a flow of 1,730 gpm at 20 psi. The extension of the 12-inch line in Harlan Road, <br /> without looping the line or constructing additional production facilities or storage, raises some <br /> concerns. If the design of the water facilities utilizes the City of Stockton criteria for commercial <br /> development, the 1,730 gpm or 2,100 gpm that you calculated would not meet the minimum 3,000 <br /> gpm requirement for fire flows. This would place the Water Utility in a position of weakening its <br /> rating for fire insurance purposes. I am not willing to do that without direction from the City <br /> Manager's office or an agreementwith French Camp Fire Department and the City of Stockton Fire <br /> Department. <br /> As we discussed in our telephone conversation of October 6, 1994, the location of this facility is <br /> adjacent to the point where a 12-inch water main is planned to be tun from Harlan Road to <br /> McKinley Avenue.
