I. INTRODUCTION <br /> This report issues our findings regarding the Nitrate Loading Study and Soil Suitability Study for <br /> the proposed T.G.S. Transportation Facility. These studies are required by the San Joaquin <br /> County Department of Environmental Health(PHS-EHD) and comply with the San Joaquin <br /> County Development Title, specifically Section 9-1105.2(d). Mr. Timothy G. Schnieder of TGS <br /> Trucking is the owner of the project. Preliminary information to complete these studies was <br /> provided by Wong Engineers, Inc. <br /> The site is located east of Interstate 5, at 10720 South Harlan Road which is the frontage road to <br /> Interstate 5. The APN is 193-270-16 and the project is composed of 8.13 acres. The project site <br /> will be used as a semi-trailer storage and transfer facility. <br /> It is important to recognize that there are currently no plans to install a septic system for this <br /> — facility, as one already exists. There is an existing residential structure at the entrance to the site <br /> and this septic system will be used by the guard stationed at the guard shack and by one office <br /> employee. In accordance with County and State codes, drivers who drop, or pick up trailers must <br /> also have access to this toilet. <br /> The purpose of this report is threefold: First,the proposed facility has been evaluated for <br /> operation of the present septic system and the possible installation of a future system through the <br /> findings of the Soil Suitability Study. Secondly,the project has been assessed for current nitrate <br /> _ impact to the environment originating from the on-site waste disposal system and from possible <br /> future systems. And third, this report specifies a septic system which has been designed to <br /> mitigate environmental impact and provide groundwater protection based on contemporary <br /> scientific studies. <br /> II. SOIL SUITABILITY STUDY FINDINGS <br /> A. SUBJECT PROPERTY AND SURROUNDING STUDY AREA INFORMATION <br /> The land for the facility and surrounding land use was previously in agricultural production. <br /> This is evidenced by the United States Department of Agriculture (USDA) Soil Maps for San <br /> Joaquin County. The surrounding land use is composed of commercial operations to the south <br /> and north, residential to the east, industrial to the south and agricultural to the west. <br /> Applications on file with the Environmental Health Department reveal 16 permits have been <br /> issued for repairs/additions to existing systems in the one-half mile study area. Copies of these <br /> permits can be found in the appendix. Sixteen permits in this study area can be regarded as <br /> excessive, considering the relatively sandy soil. Explanations for these repairs/additions may be <br /> that installed systems were under-designed, although it is most likely the leachlines were placed <br /> above the hardpan strata which exists in this locale. <br /> 1 <br /> Vafley Aq Pfsearck <br />
