Box 1496 <br /> West Sacramento, CA 95691 <br /> WITHDRAWAL OF YOUR REPORT OF WASTE DISCHARGE(RWD), BENETO TRUCKING, <br /> FRENCH CAMP, SAN JOA QUIN COUNTY <br /> You submitted an application dated 26 November 1997 to discharge approximately 100 gallons per day <br /> of treated washwaters generated from your petroleum trucking operations. Staff sent you a 23 December <br /> 1997 letter stating that your RWD (received without a filing fee on I December 1997) was incomplete <br /> and would be held in abeyance by your request until further notice was given to this office. <br /> On 14 May 1998, we received some additional information indicating that the discharge would contain <br /> approximately 60 µg/I Methyl tertiary Butyl Ether (MtBE). There was no filing fee with this submittal. <br /> The level of concern for MtBE is 15 µg/I and in the future could be near zero because the compound is a <br /> possible human carcinogen. Therefore, your waste is defined as a"designated"waste, and would be <br /> handled under our Title 27 unit. The filing fee would be $5,000 for 2-A, Title 27 waste discharge <br /> requirements (WDRs). Further,the requirements of the California Environmental Quality Act(CEQA) <br /> must be met before WDRs can be adopted. Since the Regional Board would be the lead agency,you <br /> would have to hire a qualified consultant with expertise in CEQA to generate the appropriate documents <br /> for our approval. <br /> After discussing the above with me in today's telephone conversation, you have decided to withdraw <br /> your RWD, and continue to operate your system in a zero discharge mode. After regular monitoring of <br /> the treated wastewater,you may decide to reapply for discharge to land at a later date.
