The project is proposed to include eateries and drivers amenities, <br /> as well as fuel bays which appear to include bays for 12 automobiles and 11 tractor <br /> trailers. The facility is to be located at 10998 South Harlan Road approximately 1,000 <br /> feet east from Interstate 5 (1-5) and the 1-5/East Roth Road interchange. The Department <br /> has the following comments that were also provided in a letter dated July 25, 2006: <br /> • A traffic impact study (TIS) is necessary to determine this proposed project's near- <br /> term and long-term impacts to State facilities —both existing and proposed —and to <br /> propose appropriate mitigation measures. The Department recommends that the study <br /> be prepared in accordance with the Caltrans Guide for the Preparation of Traffic <br /> Impact Studies, dated December 2002 (Guide). The Guide is available online at the <br /> following web address: http://www.dot.ca.gov/hq/tpp/Planning_tools/tools.hbn. <br /> Minimum contents of the TIS are listed in Appendix "A" of the TIS guide. All State <br /> owned signalized intersections affected by this project should be analyzed using the <br /> intersecting lane vehicle (ILV)procedure from the Department's Highway Design <br /> Manual, Topic 406, page 400-21. <br /> -(.'altraw improve-,mobility across California <br />
