The Southern Pacific Railroad Parcels C and D (SP <br /> C and D) site in San Joaquin county is bounded by Squires Road on <br /> the north, Harlan Road on the west, and is adjacent to the Sharpe <br /> Army Depot (SHAD) . The SP C and D site is also known as Verner <br /> Parcels C and D. Verner Construction, Inc. and Lyon Communities, <br /> Inc. intend to construct a portion of a residential development <br /> known as Country Squires on the SP C and D site. <br /> DECISION <br /> The Department of Health Services (the Department) has reviewed <br /> the "Health Risk Assessment, Harlan Road and Squires Road <br /> Property, Lathrop, California" (Risk Assessment) dated October <br /> 5, 1989 and the Supplemental Calculations dated November 30, 1989 <br /> as prepared by Kleinfelder and Environmental Risk Sciences, Inc. <br /> Based on our review of the existing information, we do not <br /> believe there is a significant existing or potential health <br /> hazard to future residents at the proposed development provided <br /> that the conditions discussed below are adhered to. <br /> CONDITIONS <br /> The Risk Assessment did not evaluate exposure to future residents <br /> via ingestion of contaminated groundwater. Therefore, it is <br /> necessary to restrict residents from extracting or otherwise <br /> using groundwater. Additionally, the Department has received <br /> comments (copies enclosed) which express concern with the <br /> potential for the proposed development to hinder or adversely <br /> impact the groundwater remediation activities being conducted by <br /> SHAD on the subject property. Also of concern is that future <br /> owners or residents of the property are informed of the <br /> contamination, and agree to the required restrictions. You have <br /> indicated your willingness to cooperate with the Department to <br /> address these concerns. <br />
