There will be no on-site discharge of boiler blow
down water!, .
• Oil lines and tanks: In general, changes of product don't require cleaning, the new oil
displaces the previously produced product. Some mixed oil will be produced. It will be
sold as such or used to produce biodiesel. As a contingency, if detergents and water are
necessary for cleaning, the wastewater/oil mixture will be contained in the oil tanks and
disposed of off-site at a permitted facility.
Based on the information submitted that indicates no industrial wastewater will be discharged
on-site, we have determined that there is little chance for the facility to degrade the quality of
f groundwater from wastewater discharges. Pursuant to California Water Code (CWC)
t Section 13260(1) a report of the discharge is not requi_ edi, Please note that CWC Section
13264 provides that no person shall initiate any new discharge .of waste of make material
changes in any discharge prior to filing the report required by CWC Section 13260. Should
the wastewater disposal practices change from what has been described, the issue must be
reexamined.
Please note that this determination on the need for WDRs only addresses the industrial
wastewater issues at the facility and is not an evaluation of the adequacy of the wastewater
management plan. This letter does not relieve your responsibility to comply with the
industrial and construction stormwater requirements, the County permitting/approval process
for the domestic waste septic system, or permits from other governmental departments or
agencies. If a subsequent California Environmental Quality Act determination imposes
mitigation measures implemented through the Regional Water Board, this determination will
be reevaluated.
