The I-5 Freeway <br /> grade is higher than our land site. We are requesting that the sign be 50' above <br /> freeway or road grade level which would meet the current standard. The measurement <br /> of this grade by our company and sign contract is how we determined the 65' total <br /> height. <br /> BEST UNIFORMED VISUAL IMPACT <br /> The above ground level height to the front maintenance platforms would only be <br /> increased 15'. The approval would create the best visual impact for viewing our <br /> sign without creating a roller coaster effect looking down the freeway corridor. <br /> STATE ENCROACHMENT PERMIT FOR TREE TRIMMING DENIAL. <br /> Leonard&Company had already requested on April 8, 2004 tree trimming for the 7 <br /> trees currently blocking our sign. However, Cal Trans determined these trees to <br /> be from Orchard Crops that were once in the area and have a historical significance to <br /> the State. The Landscape architects recommend the trees should not be trimmed, as <br /> they would be severely damaged to the proposed trimming. <br /> STATE RECOMMENDS COUNTY SHOULD RAISE THE 50' HEIGHT <br /> REQUIREMENT <br /> From this request to trim trees the State advised that there is existing signage <br /> exceeding 50' that clears the tree plantings. Diane Heth Permits Administrator further <br /> states there has been new signage within San Joaquin County that has been previously <br /> constructed that exceed the current stated 50' height requirements by the County or is <br /> using Freeway grade as a guide. <br /> STATE LANDSCAPE ARCHITECT RECOMMENDATIONS <br /> The California State Landscape Architect of the Department of Transportation <br /> indicates the best course of action would be to submit a change of our sign height with <br /> the County to clear the trees. This would then save the Orchard Trees from possible <br /> damage by our proposed request to trim and top the trees. The application was 1004- <br /> 60A-0201 dated April 8,2004. <br /> APPEAL <br /> Leonard&Company has the right to appeal the State decision by contacting Julie <br /> Dunning the District Director. However, Leonard and Company, Inc. believes that <br /> trimming the 45-year-old trees would cause them harm and chose not to appeal this <br /> decision. <br /> Page 2 of 3 <br />
