PA-0900151 OF JOEL MANDUJANO (CIO <br /> JOSE OLGUIN) (APN: 063-180-10; ADDRESS: 11772 E. HARNEY LANE) <br /> This project is for a commercial stable for up to 20 horses and an accessory training facility for <br /> racing horses to be built in two phases. The first phase contains an existing 3,553-square-foot <br /> stable, an existing 320-square-foot office, an existing 1,320-foot-long straight race track with <br /> starting gates, and an existing 2,744-square-foot covered area with an outdoor kitchen for <br /> seating, restrooms, and concessions. All of these structures were built without obtaining building <br /> permits. The second phase, to be completed within seven years, is an exercise pool for horses. <br /> This project began as an enforcement case for holding special events without the benefit of the <br /> proper permits. <br /> The project is located on the south side of Harney Lane, 1900 feet east of State Route 88, <br /> southeast of Lodi. <br /> The General Plan designation is Resource Conservation (OS/RC) and the zoning is AG-40 <br /> (General Agriculture, 40-acre minimum) <br /> a <br /> Special Events <br /> This project began as an enforcement case for having a Special Event (rodeo) without the <br /> benefit of the proper permit. A rodeo is classified by the Community Development Department <br /> ' under the Recreation-Outdoor Entertainment Use Type. This Use Type is assigned to facilities <br /> used for outdoor recreational activities and for presenting entertainment and athletic events to <br /> spectators. A Use Type is assigned to each use on the basis of common functional, product, or <br /> compatibility characteristics, thereby providing a basis for regulation of uses in accordance with <br /> criteria which are directly relevant to the public health, safety, and general welfare. The <br /> Recreation-Outdoor Entertainment Use Type (rodeo) is not permitted in the AG-40 zone <br /> (General Agriculture, 401"acre minimum). <br /> k <br /> A Special Event permit for up to four events per year may be permitted for Special Outdoor <br /> Events. A rodeo may be a Special Outdoor Event. Each of the four events may be up to three <br /> (3) days in length. An approved Improvement Plan for a Special Event is required.
