Analysis <br /> Background <br /> This project began as an enforcement case for having a Special Event (rodeo)without the benefit of the <br /> proper permit. A rodeo is classified by the Community Development Department under the Recreation- <br /> Outdoor Entertainment Use Type. This Use Type is assigned to facilities used for outdoor recreational <br /> activities and for presenting entertainment and athletic events to spectators. A Use Type is assigned to <br /> each use on the basis of common functional, product, or compatibility characteristics, thereby providing a <br /> basis for regulation of uses in accordance with criteria which are directly relevant to the public health, <br /> safety, and general welfare. The Recreation-Outdoor Entertainment Use Type (rodeo) is not permitted in <br /> the AG-40 zone (General Agriculture, 40-acre minimum). <br /> A Special Event permit for up to four events per year may be permitted for Special Outdoor Events. A <br /> rodeo may be a Special Outdoor Event. Each of the four events may be up to three (3) days in length. An <br /> approved Improvement Plan for a Special Event is required. There is a fee for this application. <br /> The applicant has stated that there have been no rodeos held on the property. The applicant trains <br /> horses for racing. The facility has a straight, quarter-mile track with starting gates that are used for this <br /> training. The training;generally takes place on Sundays. People bring their horses and race them down <br /> the quarter-mile track, The horses practice their starts and racing against unfamiliar horses. These races <br /> help the owners determine which horses they want to enter in focal races (generally northern California). <br /> Horse training is ass+ ned to the Commercial Stable Use Type. A commercial stable may be conditionally <br /> permitted in the AG-40 zone with an approved Use Permit. Boarding, training, and exercising horses are <br /> considered to be a part of a commercial stable. A concession stand (outdoor kitchen facilities with a <br /> seating area) may be.accessory to a stable as long as it remains subordinate to the main use. Stables <br /> cannot charge an admission fee to watch the training or for any other reason. <br /> The applicant has decided to add boarding for up to 20 horses and to modify the training,sessions to <br /> fewer than 20 horsesat one time and to spread the training out over the week.
