n LETTER OPPOSITION TO COMPOSTING Swi April 12, 2003 PROPOSED COMPOSTING SITE LOCATED AT 1320 E. HARNEY LN. LODI CA. SAN JOAQUIN COUNTY COMMUNITY DEVELOPMENT DEPT. APPLICATION # PA-0300112 (SA) We the undersigned, Residents, And Property Owners in the vicinity of 1320 E. Harney Ln. Lodi, Ca. are in opposition to the creation of a Composting Site at 1320 E. Harney Ln. Lodi, Ca. Some of the reasons for our opposing the proposed composting site are listed below: • The site is directly across the street from the City Limits Of Lodi. Where new home building is ongoing. A new LUSD elementary school is going to be built on the north side on Harney Ln. in the near future. • There already is a large volume of vehicular traffic on Harney Ln. Ingress and egress of heavy refuse trucks into the composting site will likely slow traffic and add to the congestion problem. • Nusiance noise and debris from refuse trucks will cause problems in the neighborhood. Also noise from the composting operation, which is planned to operate six days a week, will be disrupting to the area. • The composting process requires keeping the material damp and wet, with turning and screening. This activity may encourage odor, Mold, and mildew, and may contribute to Alergy problems. • The piling of material awaiting the composting process may provide additional habitat for rodents, squirrels, coyotes and other wild animals which are already in the area. • The operation may increase the Fly, Mosquito, and other insect population in the area. • Dust as well as debris created when trucks dump material for processing will cause a problem for adjacent vineyards, and farmimg activities. • Composting material may catch fire and cause smoke and hazards to the area.
