k: <br /> San Joaquin County January 14, ]997 <br /> Community Development Department Page 2 <br /> School District Development Fee Tustification Study <br /> The District has prepared a development fee justification study dated August 16, 1994 <br /> (the "Fee Study") which includes an estimate of future enrollment within the boundaries <br /> of the District and discusses various alternative methods to accommodate this growth. <br /> The Fee Study estimates that each new single-family home within the District generates <br /> .558 students. Multi-family units consisting of 2 to 4 dwellings generate 1.150 students. <br /> Apartment units generate .504 students per unit. These figures are referred to as the <br /> District' "student yield factor" and are further broken down at the kindergarten through <br /> sixth grade level, seventh through eighth grade level and ninth through twelfth grade <br /> level. <br /> This project referenced above is presently within the Tokay Colony attendance area for <br /> grades K-6, the Morada Middle School attendance area for grades 7-8, and the Tokay <br /> High School attendance area for grades 9-12. However, as development occurs, or <br /> residential densities change, attendance areas will also change, particularly as new <br /> schools are constructed. <br /> The above-referenced project provides for the creation of one additional parcel. Given <br /> the District's student yield factors, as outlined above, this has the potential to result in <br /> from one to two new students enrolling in the District. <br /> The current maximum fee authorized by way of State law is $1.72 per square foot for <br /> new residential construction, and the District has implemented this fee. This fee alone, <br /> however, is not adequate to mitigate the cost of new facilities made necessary by new <br /> development. Assuming an approximately 1,500 square foot single-family home size, <br /> the $1.72 per square foot fee results in a fee to the District of $2,580.00 which falls <br /> significantly short of the amount of revenue actually needed by the District in order to <br /> offset the cost of providing school facilities to students generated by new homes. <br /> The-San Joaquin County General Plan <br /> The educational facilities element of the San Joaquin County General Plan provides that <br /> "schools at every level are essential components of the quality of life in every <br /> community" and further provides that "the County needs to ensure that facilities are <br /> available for the projected growth." More specifically, the element provides, under the <br /> heading entitled "Implementation," that residential developments shall not be approved <br /> if it is documented by the school district to the Planning Commission/Board of <br /> Supervisors that adequate school facilities cannot be made available concurrently with <br /> the need for such facilities. <br />
