Develop. Dept.
1810 E. Hazelton Ave.
Stockton, CA 95205
UP-98-18, SCH#2001102105, FARM LABOR CAMP, LODI, SAN JOA Q UIN COUNTY
I have reviewed the Negative Declaration for the farm labor camp at Harney Lane and Tully Road
prepared by the San Joaquin County Community Development Department and distributed by the State
Clearinghouse. The document briefly describes plans to develop a farm labor camp for 400 people.
On-site treatment and disposal of domestic wastewater is described in the negative declaration. Because
wastewater is planned to be generated and treated, stored, or disposed on site, WDRs are required. A
Report of Waste Discharge (RWD) shall be submitted at least 120 days prior to discharging wastewater
at the site. Submittal of the RWD is required by California Water Code Section 13260. If groundwater
dewatering is required, the owner/operator shall submit a RWD to apply for a National Pollutant
Discharge Elimination System (NPDES)permit at least 120 days prior to initiating dewatering activities.
Depending on the Standard Industrial Classification (SIC) code of the final project, compliance with the
National Pollutant Discharge Elimination System (NPDES) General Permit No. CAS000001 for
Discharges of Storm Water Associated With Industrial Activities may be required. The SIC codes of
activities requiring coverage are listed in the General Permit. In order to obtain coverage by the General
Permit, the proponent must submit a Notice of Intent to comply with the permit (NOI) to the State Water
Resources Control Board and a Storm Water Pollution Prevention Plan (SWPPP)must be prepared.
Because construction associated with the project will disturb more than five acres or is part of a larger
common plan of development that encompasses five or more acres, the property owner needs to obtain
permit coverage under the National Pollutant Discharge Elimination System (NPDES) General Permit
No, CAS000002 for Discharges of Storm Water Associated With Construction Activity. Before
construction begins, the proponent must submit an NOI to comply with the permit to the State Water
Resources Control Board and a SWPPP must be prepared. If there are any questions about this process
or the storm water program, you may call Dani Berchtold at (916) 255-3383 or Phil Isorena at (916)
255-3081. Additional information can be found at the Storm Water website -
http://www.swrcb.ca.govlstormwtrlindex.html.
If the project will involve the discharge of dredged or fill material into navigable waters or wetlands, a
permit pursuant to Section 404 of the Clean Water Act may be needed from the US Army Corps of
Engineers. If a Section 404 permit is required by the Corps, the Board will review the permit application
California Environmental Protection Agency
a Recycled Paper
The energy challenge facing California is real. Every Californian needs to take immediate action to reduce energy consumption.
For a list of simple ways you can reduce demand and cut your energy costs, see our Web-site at http://www.swrcb.ca.gov/rwgcb5
