UP-98-18 OF JOSE RIOS <br /> (C/O STEVEN HERUM) <br /> It q56) ef- <br /> ----------------------------------------------------------------------------------------------------------------------------- <br /> The applicant has submitted a Use Permit application to establish a 400-person labor camp, to be <br /> constructed in four phases. The project is located on the south side of Harney Lane, approximately 1,000 <br /> feet east of Tully Road, east of Lodi. <br /> The project is scheduled to be heard by the Planning Commission on July 1, 1999. The Community <br /> Development Department has reviewed this application and will be recommending that it be denied by the <br /> Planning Commission. <br /> Prior to the applicant's submittal of the revised application a meeting was held with the applicant to discuss <br /> the necessary items to be included in the revised application materials. When the Board of Supervisors <br /> denied the original application, they expressed concern regarding the proposed packaged sewer plant <br /> system,and the lack of a security plan. Based upon the Board's action, staff suggested that completed plans <br /> regarding these issues be included with the revised application materials. These plans were not included, <br /> and the revised application simply states that the plans will be submitted and approved by the appropriate <br /> agency sometime prior to the hearing before the Board of Supervisors. <br /> Absent these plans and information to address the concerns raised by the Board of Supervisors, the <br /> Community Development Department is unable to make the required findings in the affirmative, and has no <br /> choice but to recommend that the project be denied. The applicant may want to consider delaying the public <br /> hearing on this project until these plans are completed and the appropriate agencies have had adequate time <br /> to review their content. It is also possible that if all of the concerns expressed by the Board are addressed, <br /> the Community Development Department may revise its recommendation.
