Hazelton Avenue <br /> Stockton, California 95205 <br /> RE: UP-98-0018 <br /> Dear Ms. Sullivan: <br /> I am writing regarding UP-98-0018, the 400 single adult labor housing camp proposed by <br /> Mr. Jose Rios. <br /> This is the same project that was recently turned down by the Board of Supervisors. Mr. <br /> Simas' concerns with the project included the size of the project, with it having a larger <br /> population than the towns of Victor and Clements, and almost as large as Lockeford and <br /> Linden. All of these small towns have their own Fire Department and Community <br /> Service Department to handle their sewer and water. This project will not have these <br /> departments and will put a burden on the surrounding services. <br /> Mr. Barber's concern was with the sewer system proposed for this project. It is the same <br /> system installed at the Arbor Mobile Home Park in Lodi, and that system has not worked <br /> properly and has been plagued with problems. He also stated that the site for this project <br /> is prone to flooding. He was concerned that a project of this size would create many <br /> problems on Paddy Creek and to the neighbors who live along Paddy Creek down stream <br /> from this project. He also stated that this project will put a strain on the Sheriff's <br /> Department with the extra burden of a town of this size in the northeast side of the <br /> county, with a response time of any emergency services of 15-30 minutes or more. <br /> Mr. Gutierrez was concerned with security. How would they be able to control alcohol <br /> and firearms on site? He also had concerns about the "company store". He was <br /> concerned that the people who lived in this project would be placed in indentured <br /> servitude. Mr. Rios would control when and where they work, where they live, and <br /> where they buy their food. This is too much control for one man to have over these 400 <br /> workers who work for minimum wage. These people will not complain to the <br /> authorities when they are over charged because they will live in fear of losing their jobs <br /> and their homes. <br /> Mr. Marenco felt this project was flawed from start to finish. He had the same concerns <br /> as Mr. Simas, Mr. Gutierrez and Mr. Barber. He was also concerned that the Planning <br /> Commission let a project of this magnitude get by without an Environmental Impact <br /> Report in the first place. <br />
