PROJECT DESCRIPTION <br /> PURPOSE <br /> The purpose of this project is to collect and destroy the landfill <br /> gas (LFG) produced at the San Joaquin County North County Recycling <br /> Center & Sanitary Landfill ("North County") and the Harney Lane <br /> Sanitary landfill. The LFG will fuel internal combustion gas <br /> engines that will drive a generator to make electricity. The <br /> electricity will be used by the recycling center with the balance <br /> sold to Pacific Gas & Electric Company. A flare will destroy LFG <br /> in excess of the engines' fuel requirements. The project will be <br /> on county property at the North County Recycling Center. <br /> BACKGROUND <br /> North County is an active landfill at 17900 E. Harney Lane in Lodi . <br /> The 185 acre site opened in 1991 . Currently 22 acres have been <br /> landfilled with approximately 660, 000 of refuse. The landfill <br /> receives about 330 tons of waste each day. The Harney Lane <br /> Sanitary landfill, located about a mile away on Harney Lane, began <br /> operations in 1945 and closed in 1991 with 2 . 5MM tons of refuse on <br /> 100 acres . <br /> LFG can be a health and safety hazard. California air quality <br /> regulations require the collection and destruction of LFG at most <br /> landfills; new federal NSPS regulations also require collection and <br /> destruction. <br /> Within a few months of placement, solid waste begins to decompose . <br /> Decomposition takes place through the action of tiny organisms <br /> called anaerobes .
