PROJECT DESCRIPTION
PURPOSE
The purpose of this project is to collect and destroy the landfill
gas (LFG) produced at the San Joaquin County North County Recycling
Center & Sanitary Landfill ("North County") and the Harney Lane
Sanitary landfill. The LFG will fuel internal combustion gas
engines that will drive a generator to make electricity. The
electricity will be used by the recycling center with the balance
sold to Pacific Gas & Electric Company. A flare will destroy LFG
in excess of the engines' fuel requirements. The project will be
on county property at the North County Recycling Center.
BACKGROUND
North County is an active landfill at 17900 E. Harney Lane in Lodi .
The 185 acre site opened in 1991 . Currently 22 acres have been
landfilled with approximately 660, 000 of refuse. The landfill
receives about 330 tons of waste each day. The Harney Lane
Sanitary landfill, located about a mile away on Harney Lane, began
operations in 1945 and closed in 1991 with 2 . 5MM tons of refuse on
100 acres .
LFG can be a health and safety hazard. California air quality
regulations require the collection and destruction of LFG at most
landfills; new federal NSPS regulations also require collection and
destruction.
Within a few months of placement, solid waste begins to decompose .
Decomposition takes place through the action of tiny organisms
called anaerobes . They consume biodegradable material in an
atmosphere free of oxygen. The anaerobes ' digestive process
jrk:10-28-96 1 of 3
