San Joaquin Valley
Unified Air Pollution Control District
-
jvt '1
„rp
December 9, 1996
Kerry Sullivan =- 1 :' !996
San Joaquin County
Community Development Department Pi alyNjG DIVISION
Development Services Division
1810 East Hazelton Avenue
Stockton, CA 95205
SUBJECT: SITE APPROVAL APPLICATION TO ESTABLISH A FACILITY TO
CONVERT METHANE GAS TO ELECTRICITY (SA-96-72)
Dear Ms. Sullivan:
The San Joaquin Valley Unified Air Pollution Control District has reviewed the
proposed project and offers the following comments:
The San Joaquin Valley's air quality has been designated serious nonattainment by the
EPA and severe nonattainment by the California Air Resources Board (GARB) for 03
(ozone). PM-10 (fine particulate matter, dust) has been designated serious
nonattainment by the EPA and nonattainment by the CARB. The Federal Clean Air Act
(CAA) and the California Clean Air Act require areas that are designated nonattainment
to reduce emissions until standards are met.
Based on the information provided, a negative declaration is appropriate from an air
quality perspective.
An Authority To Construct (ATC) and Permit To Operate (PTO) may be required for this
type of use. The applicant is advised to contact the Permit Services Division to obtain
appropriate approvals prior to construction.
In addition, projects of this type can generate emission from the movement of soil, use
of construction equipment, bulk materials handling, asphalt paving and other related
activities.
This project is subject to District Regulation VIII (Fugitive Dust Prohibitions). The
purpose of Regulation VIII is to reduce the amount of fine particulate matter (PM-10)
David L.
