PM-10 (fine particulate matter, dust) has been designated serious <br /> nonattainment by the EPA and nonattainment by the CARB. The Federal Clean Air Act <br /> (CAA) and the California Clean Air Act require areas that are designated nonattainment <br /> to reduce emissions until standards are met. <br /> Based on the information provided, a negative declaration is appropriate from an air <br /> quality perspective. <br /> An Authority To Construct (ATC) and Permit To Operate (PTO) may be required for this <br /> type of use. The applicant is advised to contact the Permit Services Division to obtain <br /> appropriate approvals prior to construction. <br /> In addition, projects of this type can generate emission from the movement of soil, use <br /> of construction equipment, bulk materials handling, asphalt paving and other related <br /> activities. <br /> This project is subject to District Regulation VIII (Fugitive Dust Prohibitions). The <br /> purpose of Regulation VIII is to reduce the amount of fine particulate matter (PM-10) <br /> David L.
