site parking, and grading shall be submitted to the <br /> Department of Public Works, Public Services Division, for <br /> approval . <br /> b. The frontage improvements for Harney Lane shall be <br /> constructed to provide a through lane and a right-turn <br /> (stacking) lane south of the center line of Harney Lane. <br /> c . A roadway dedication wide enough to allow for the frontage <br /> improvements is required on Harney Lane . <br /> I <br /> d. A groundwater monitoring program shall be prepared which <br /> is acceptable to the Central Valley Regional Water Quality <br /> Control Board. The program shall be implemented prior to <br /> initial on-site landfill operations. <br /> e. The project shall be designed and engineered so that <br /> proper channelization/detention of stormwater sheet flow <br /> is not diverted onto adjoining properties or does not <br /> cause increased flows in water courses and cause flooding. <br /> f . The project must provide for proper and adequate drainage <br /> facilities to ensure detention of storm drainage so it <br /> will not adversely affect surrounding properties. <br /> g. The project must provide for engineered mechanisms to <br /> ensure that stormwater runoff which may leave the site <br /> will not carry off any waste contaminated water that may <br /> be on the site . <br /> 3 . Environmental Health Division: <br /> a. A Solid Waste Disposal Site Permit shall be issued by the <br /> Health District prior to operation. <br /> b. All necessary permits for the proposed septic system must <br /> be obtained from the Health District. <br /> c . A new well is required at the site for a domestic water <br /> supply and is to be grouted to a depth as determined by <br /> the Health District , based on the well log at the time of <br /> construction. A minimum 100-foot grout seal will be <br /> required. <br /> d. Existing wells which are to remain on the site shall be <br /> inspected by the Health District and shall be brought into <br /> compliance with surface sealing and casing height require- <br /> ments as outlined by the Rules and Regulations of San <br /> Joaquin Ordinance No . 1862 . <br /> e . A description of the site and its boundaries shall be <br /> recorded with the San Joaquin County Recorder prior to <br /> operation. A copy shall be filed with the Health <br /> District . <br /> Conditions of Approval - 2 - (UP-89-2) <br />
