Item No. 7 <br /> PC : 6-1-89 <br /> GP-89-8/UP-89-2 <br /> Page 1 <br /> RECOMMENDATION <br /> It is recommended that the Planning Commission: <br /> 1 . Instruct the Clerk to file a Notice of Determination; <br /> 2 . Recommend that the Board of Supervisors approve General Plan <br /> Amendment No. GP-89-8 based on the Basis for General Plan <br /> Amendment in the staff report ; and <br /> 3 . Adopt a resolution intending to approve Use Permit No . <br /> UP-89-2 contingent upon the Board of Supervisors approval of <br /> GP-89-8 , based upon the Use Permit Findings and subject to <br /> the Conditions of Approval in the staff report . <br /> BASIS FOR GENERAL PLAN AMENDMENT <br /> The internal consistency of the General Plan is maintained in the <br /> adoption of the Amendment . <br /> This determination can be made because the proposed Map and <br /> Text Amendment are consistent with the intent of the General <br /> Plan. By placing a Solid Waste Disposal Facility symbol on the <br /> Land Use/Circulation Element map, and by revising the Land Use/ <br /> Circulation Element Basis for Policy, new public facilities <br /> will be established . <br /> FINDINGS FOR USE PERMIT <br /> 1 . The establishment , maintenance, and operation of the use does <br /> not conflict with the General Plan because the proposed sani- <br /> tary landfill is consistent with the intent of the General <br /> Plan policies to provide public facilities and is a permitted <br /> use in the AG-40 zone, which is an implementation zone for <br /> the underlying land use designation of Agriculture . <br /> 2 . Adequate utilities, access roads, sanitation, drainage , and <br /> other necessary facilities have been provided, and the pro- <br /> posed improvements are properly related to existing and pro- <br /> posed streets and highways because the site has frontage on <br /> Harney Lane , and the provision of adequate facilities and <br /> proper drainage has been demonstrated on the project site <br /> plan. <br /> 3 . The property involved is of adequate size and shape to accom- <br /> modate the proposed use and all yards, building coverage, <br /> setbacks , parking areas, and other requirements of this Title <br /> because the project site comprises 320 acres, and adequate <br />
