5.ENVIRONMENTAL CHECKLIST MOUNTAIN HOUSE NEIGHBORHOODS KAND L INITIAL STUDY <br /> 4.BIOLOGICAL RESOURCES <br /> restrictions to protected special-status species associated with Old River as <br /> identified in Mitigation Measure M4.11-4. <br /> Mitigation Measure M4.11-6: Mitigation for potential project impacts on <br /> wetlands called for a revision of the Draft Master Plan provisions regarding <br /> wetlands management to ensure adequate setbacks from wetlands and <br /> coordination with jurisdictional agencies. The findings determined that the e <br /> requirement for increased setbacks should not be adopted due to <br /> inappropriate habitat value assumptions. The Master Plan addresses <br /> wetlands under Policies 7.2.8(a-j), 7.2.9(h), and 7.3.6(a-g). <br /> Mitigation Measure M4.11-7: Mitigation for potential impacts of the <br /> proposed marina on the Old River corridor called for future studies to <br /> determine if marina impacts could be mitigated to less-than-significant <br /> levels. This mitigation measure also reiterated the necessity of <br /> implementing Mitigation Measure M4.11-4 and posting boat speed limit <br /> signs(5 miles per hour) along the length of the Old River frontage. Although <br /> the marina is no longer proposed as part of SPII,the possible boat ramp in <br /> Neighborhood K could lead to similar impacts and would require further <br /> environmental review and possible restrictions as addressed above under <br /> Mitigation Measure M4.11-4. <br /> Discussion Regarding Neighborhoods K and L <br /> Construction of the residential areas, lakes, utilities, parks, and associated <br /> facilities in Neighborhoods K and L would result in potentially significant impacts <br /> on existing vegetation and wildlife habitats. Implementation of the 1994 MEIR <br /> mitigation measures listed above would reduce the majority of these potential <br /> impacts to less-than-significant levels. Further,the Neighborhood K and L <br /> project includes several implementation measures designed to reduce any <br /> outstanding impacts to less-than-significant levels. These implementation <br /> measures focus on reducing potential project impacts on existing habitats, <br /> sensitive species,jurisdictional waters of the U.S. (including wetlands), and <br /> trees. A discussion of each of the Initial Stud checklist items, as it pertains to <br /> Y <br /> Neighborhoods K and L, is provided below. <br /> a) Would the project have a substantial adverse effect, either directly or <br /> through habitat modifications, on any species identified as a candidate, <br /> sensitive, or special status species in local or regional plans,policies, or <br /> regulations, or by the California Department of Fish and Game or U.S. <br /> Fish and Wildlife Service? <br /> Potential Habitat Loss. Development of Neighborhoods K and L would result in <br /> the conversion of approximately 442 acres of land that is primarily in agricultural <br /> production or fallow fields. This impact was evaluated in the 1994 MEIR. With <br /> the exception of the levee along Old River and Mountain House Creek corridor, <br /> virtually all of the project area has been leveled at some time in the past as part <br /> of agricultural production. Ongoing cultivation and maintenance of fence lines, <br /> roads, and canal banks have precluded tree and shrub growth,which is limited to <br /> (sm1 i) 5-58 <br />
