` MOUNTAIN HOUSE NEIGHBORHOODS K AND L INITIAL STUDY 5.ENVIRONMENTAL CHECKLIST <br /> 4.BIOLOGICAL RESOURCES <br /> y <br />' F1 requires preparation of a Wetlands Management Plan for every Specific Plan <br /> area that contains wetlands. <br /> Direct impacts on jurisdictional waters would be relatively limited, requiring <br /> Installation of rip-rap slopes at the outfalls from future lakes into Mountain P P P to n House <br /> Creek, and possible abutment installations for the bridge crossings. No plans <br /> N0 have been prepared for the possible future boat ramp in Neighborhood K, but it <br /> would require modifications to the bank of Old River. All modifications to <br /> jurisdictional waters would require authorizations from regulatory agencies, <br /> including the CDFG, USACOE,and Regional Water Quality Control Board <br /> F) (RWQCB). All conditions and mitigation requirements from these authorizations <br /> would have to be followed during construction to minimize adverse effects on <br /> wetlands and aquatic habitat. Mitigation Measure B10-1 (below)is <br /> t recommended to ensure appropriate authorizations would be obtained for <br /> proposed modifications to jurisdictional waters, including the possible future boat <br /> ramp in Neighborhood K. <br /> Mitigation Measures <br /> s <br /> k <br /> Mitigation Measure 11310-11: The following measures shall be implemented <br /> to ensure appropriate authorizations are secured as part of any. <br /> modifications to jurisdictional waters, including the possible future boat ramp <br /> } in Neighborhood K <br /> ■ Where verified waters of the United States are present and cannot be <br /> avoided, authorization for modifications to these features shall be <br /> obtained from the United States Army Corps of Engineers(USA COE) i <br /> 0 through the Section 404 permitting process. Similarly, a Section 401 <br /> Certification shall be obtained from the Regional Water Quality Control <br /> Board(RWQCB) where waters of the United States are directly <br /> affected. All conditions required as part of the authorizations by the <br /> USA COE and RWQCB shall be implemented as part of the project. <br /> A California Department of Fish and Game(CDFG) Stream Bed <br /> Alteration Agreement shall also be required where proposed project <br /> activities would affect the bed or banks of Mountain House Creek or Old <br /> River and any other regulated drainages on the site. The applicant shall <br /> submit a notification form to the CDFG, shall obtain all legally required <br /> agreements, and shall implement any conditions contained within that <br /> f agreement. <br /> Consultation or incidental take permitting may be required under the <br /> California and federal Endangered Species Acts. The applicant shall <br /> �-- obtain all legally required permits or other authorizations from the <br /> United States Fish and Wildlife Service(USFWS), National Oceanic and <br /> Atmospheric Administration(NOAA) Fisheries, and CDFG for the <br /> potential"take"of protected species under the Endangered Species <br /> Acts. <br /> ■ Orange construction fencing shall be installed around the boundary of <br /> i <br /> all wetland areas to be preserved so that they are not disturbed during <br /> (98111) <br /> 5-6 <br />
