5.ENVIRONMENTAL CHECKLIST MOUNTAIN HOUSE NEIGHBORHOODS K AND L INITIAL STUDY <br /> 5.CULTURAL RESOURCES <br /> meets the criteria for listing in the California Register of Historical Resources <br /> (Public Resources Code Section 5024.1,Title 14 CCR, Section 4852) <br /> including the following: <br /> (A) Is associated with events that have made a significant contribution to <br /> the broad patterns of California's history and cultural heritage; <br /> (B) Is associated with the lives of persons important in our past; <br /> (C) Embodies the distinctive characteristics of a type,period,region,or <br /> method of construction,or represents the work of an important <br /> creative individual,or possesses high artistic values;or <br /> (D) Has yielded,or may be likely to yield,information important in <br /> prehistory or history. <br /> For the California Register of Historical Resources, an historical resource must <br /> be eligible at the local,state, or national level under one (or more)of the four <br /> criteria, and retain integrity. Integrity is the authenticity of an historical resource's <br /> physical identity evidenced by the survival of characteristics that existed during <br /> the resource's period of significance. Historical resources must meet one of the <br /> criteria of significance and retain enough of their historic character or appearance <br /> to be recognizable as historical resources and to convey the reasons for their <br /> significance. Integrity is evaluated with regard to the retention of location, <br /> design, setting, materials,workmanship,feeling, and association. <br /> Archaeological Studies in Project Area <br /> A total of 10 archaeological studies were completed within the area of the overall <br /> Mountain House community between 1990 and 2001. The information gathered <br /> during these investigations is maintained by the Central California Information <br /> Center of the California Historical Resources Information System. From these e <br /> earlier studies, 16 prehistoric and historic period cultural resources were <br /> identified within the boundaries of SPIT. However, none of these resources was <br /> found to be eligible for listing in the California Register(Peak&Associates, Inc., <br /> 2003). <br /> During the field reconnaissance undertaken in April, May, and June 2003, three <br /> newly identified cultural resources were discovered and two of the previously <br /> identified resources were re-recorded because the original recorders of these <br /> resources did not have complete access to the sites. The other 14 previously <br /> identified resources were spot-checked to see if conditions had changed enough <br /> to warrant re-recordation, but they had not. The three newly identified cultural <br /> resources were all located south of Byron Road and south of the project site. <br /> Two sites within the boundaries of Neighborhoods K and L.were studied further. <br /> One included a potential midden site and the other included a potential"Indian <br /> Burial Mound." Thirty-one test backhoe trenches were excavated to address the <br /> potential midden site and no concentration of artifacts was found. Other <br /> indicators of cultural activity,such as culturally modified sediment, also were not <br /> found.
