Implementation measures adopted into the Master Plan include <br /> 1)the establishment of buffer zones between structures proposed in areas <br /> adjacent to railroads and track rights-of-way,2)the requirement that businesses <br /> and public institutions located adjacent to railway buffer zones maintain <br /> emergency contingency and evacuation plans, and 3)the requirement that the <br /> Incident Action Plan for the project include a component on emergency response <br /> to railway accidents and release of hazardous materials. Railway buffer zones <br /> were established. An Emergency Operations Plan (EOP) has been prepared <br /> and was approved by the MHCSD in 1998. <br /> lmpac>f No. 7 <br /> The 1994 MEIR recommended that policy changes be made to the Master Plan <br /> to address the need for a Pipeline Safety Plan as part of the Incident Action Plan <br /> (also referred to as"Emergency Response Plan"). Policy language changes were <br /> also recommended regarding limiting densities in the vicinity of pipelines. <br /> Impact No. 8 <br /> The 1994 MEIR recommended that potential contamination of surface and <br /> ground water by improperly abandoned wells,wells without sanitary seals, and <br /> agricultural canals be addressed by requiring that 1)site assessments include an <br /> investigation of the location and condition of currently used and abandoned water <br /> wells, and 2)on-site agricultural canals and ditches be properly fenced and <br /> screened by the developer as required by the Byron Bethany Irrigation District <br /> (BBID)to eliminate site hazards. <br /> The Phase I ESA performed for Neighborhoods K and L indicates that two to <br /> three wells associated with the former house in Neighborhood L were properly <br /> abandoned, based on an interview with the owner's representative. The Phase I <br /> ESA does not indicate the location and condition of active and abandoned water <br /> wells,or documentation of proper abandonment.A well survey performed for the <br /> Chevron Mountain House Sites Nos. 1 and 2 closure request suggests that two <br /> water supply wells may be located on the southern portion of Neighborhood L <br /> (SAIC, March 2008). Documentation of existing and abandoned wells in <br /> Neighborhoods K and L is a condition of project approval. <br /> Existing on-site agricultural canals would be removed prior to development. <br /> Thus,fencing of agricultural canals is not necessary. <br /> Discussion Regarding Neighborhoods K and L <br /> a) Would the project create a significant hazard to the public or the e <br /> environment through the routine transport, use, or disposal of hazardous <br /> materials? <br /> During project construction, minor amounts of hazardous materials would be <br /> used and transported through the project area. Construction activities typically <br /> involve the use of hazardous materials such as paints,fuels, and solvents. <br /> (911111) 5-96 <br />
