No <br /> residential development is planned over these pipelines. <br /> All school facilities in Mountain House are sited to conform to school regulations <br /> and setbacks for safety with respect to fuel-related pipelines.A buffer zone of <br />! 1,500 feet from natural gas pipelines is required for all new schools.The <br /> j proposed schools are well over 1,500 feet from existing gas pipelines.The <br /> i Master Plan requires that a Pipeline Safety Plan encompassing new <br /> neighborhoods as they are developed be incorporated into the Incident Action <br /> Plan (also known as the Emergency Response Plan)for the Mountain House <br /> Fi community as a condition of project approval. <br /> r^ Asbestos and Lead in Structures. Because no structures(other than the treated <br /> t <br /> effluent storage reservoirs)are present on the Neighborhoods K and L sites, <br /> potentially hazardous materials such as lead-based paint and/or asbestos- <br /> containing building materials would not be encountered during project <br /> construction. <br /> Although not relevant to Neighborhoods K and L because no structures remain <br /> on these sites,the Master Plan requires that the applicant test all existing <br /> structures in the project area for lead-based paint and asbestos-containing <br /> building materials prior to demolition. If it is found that painted surfaces contain <br /> lead-based paint andlor the structures contain asbestos materials,the applicant <br /> i would prepare a Demolition Plan for the safe demolition of all site structures. <br /> Master Plan Provisions. Issues regarding the accidental release or upset of <br /> hazardous materials were addressed in the following Master Plan Sections:6.5 <br /> (Implementation Measures [a]and [b])(Emergency Preparedness);6.7 <br /> (Implementation Measure [e]) (Waste Management);6.8.4(Implementation <br /> Measure[b]) (Other Potential Hazards); and 6.10(Implementation Measures[a] <br /> and [b])(Asbestos). <br /> Mitigation Measures <br /> Mitigation Measure HAZARDS-1: Protocols for Petroleum <br /> Hydrocarbons in Soil. If indications ofpetroleum hydrocarbon <br /> Ficontamination in site soil, such as staining and odors, are observed during <br /> excavation or grading activities adjacent to Byron Road, the contractor shall <br /> stop work and notify the Chevron Environmental Management Company and <br /> �< the RWQCB in accordance with the procedures specified in the Soil and <br /> Groundwater Management Plans for Chevron Mountain House Sites Nos. 1, <br /> Z and 3.
