5.ENVIRONMENTAL CHECKLIST MOUNTAIN HOUSE NEIGHBORHOODS K AND L INITIAL STUDY <br /> 9.LAND USE AND PLANNING <br /> ■ West of Neighborhood K: Lands once under agricultural production are <br /> located to the west of the Neighborhood K. These lands are part of <br /> Neighborhoods I and J,which are proposed for an age-restricted community <br /> centered around a golf course. <br /> ■ South of Neighborhoods K and L; Neighborhood Hand the Town Center, <br /> which are approved but only partially developed, are just south of <br /> Neighborhood L, on the south side of Byron Road. The proposed <br /> Neighborhood J is located just south of Neighborhood K. The only other <br /> existing residential development within Mountain House is located farther <br /> south in Neighborhoods E, F, G, and H. <br /> The northwestern edge of the City of Tracy is approximately 3.3 miles southeast <br /> of Mountain House. <br /> Applicable Land Use Plans, Policies, and Regulations <br /> The Neighborhoods K and L project site is subject to the San Joaquin County <br /> General Plan and the Mountain House Master Plan. Current General Plan and <br /> Master Plan designations for the project site are Low and Medium Density <br /> Residential (R/L, RIM), Mixed Use(MIX), Medium-High Density Residential ' <br /> (R/MH), High Density Residential(RIH), Neighborhood Commercial(CIN), <br /> Neighborhood Park, Community Park, Regional Park, Other Open Space <br /> (OS/0), Public(P), Community Commercial (CIC), Neighborhood Center, and <br /> K-8 School. <br /> The San Joaquin County General Plan designation for lands to the east of <br /> Mountain House is General Agriculture. Lands to the west in Alameda County <br /> are designated for agricultural use. Lands to the northwest are within Contra <br /> Costa County and are also designated for agricultural use. Lands to the north are <br /> within San Joaquin County and are designated General Agriculture. Lands to the <br /> south of Neighborhoods K and L are designated for urban uses as part of the <br /> Mountain House Master Plan. <br /> The project site is also subject to the San Joaquin County Development Title, <br /> which includes zoning regulations. Lands within the project site are currently <br /> zoned Low Density Residential (R-L), Medium Density Residential(R-M), <br /> Medium-High Density Residential(R-MH), High Density Residential (R-H), <br /> Community Commercial(C-C), Mixed Use(M-X), Neighborhood Commercial <br /> (N-C), Public Facilities(P-F), and Open Space (OS and OS/RC). Zoning was <br /> defined at the time of adoption of the Specific Plan for areas within Mountain <br /> House. <br /> Applicable Habitat Conservation Plans and Natural <br /> Community Conservation Plans <br /> The San Joaquin County Multi-Species Habitat Conservation and Open Space <br /> Plan (SJMSCP)has been prepared and adopted to provide a strategy for <br /> conserving agricultural lands and wildlife habitat while accommodating a growing <br /> population in San Joaquin County. The SJMSCP is designed to establish an <br /> (9170 1) 5-122 <br />
