5.ENVIRONMENTAL CHECKLIST MOUNTAIN HOUSE NEIGHBORHOODS K AND L INITIAL STUDY <br /> 11. NOISE <br /> Central Parkway,and other internal roads would be built within the <br /> neighborhoods. <br /> In accordance with the Mountain House Master Plan (Section 4.2.7[c]) and SPII <br /> (Section 4.2.5), no community walls are permitted along Central Parkway. <br /> Mountain House Parkway, proposed to be extended north of Byron Road along <br /> Neighborhood L,would include 7-foot-high sound walls to shield affected outdoor <br /> use areas, similar to those used in the development of Neighborhoods E, F, <br /> and G (see Figure 5.11-1)and would be adequate to mitigate traffic noise <br /> impacts. Existing homes on the east side of Mountain House Parkway could be <br /> subject to increased traffic noise on this main arterial when it is ultimately <br /> widened to six and eight lanes. SPII indicates that mitigation for these existing <br /> homes should occur when the MHCSD approves the planned road widening. <br /> Along Byron Road,there are one or two homes on the south side of Byron Road <br /> (outside the project area)that may be affected by increased traffic. SPII <br /> addresses the fact that noise mitigation for these homes will be addressed a the <br /> time of proposed road widening for Byron Road. Mitigation could include <br /> stretches of sound walls near the homes, new fencing around outdoor use areas, <br /> and/or new ventilation systems in homes to allow windows to be kept closed. <br /> Some of these homes have already had sound walls constructed. <br /> Stationary Noise Sources. Stationary noise sources in Neighborhood L include <br /> the water treatment plant at the eastern edge of the project site,which has <br /> access via Bethany Road and/or Wicklund Road. Localized noise impacts could <br /> occur around this source depending upon the proximity of other noise-sensitive <br /> land uses to individual noise sources such as pumps. The Mountain House <br /> Master Plan requires that noise from these commercial facilities be controlled to <br /> an hourly Leq of 55 dBA in the daytime(7:00 AM to 10:00 PM)and 50 dBA during <br /> the nighttime(10:00 PM to 7:00 AM). <br /> Mitigation Measures <br /> Mitigation Measure NOISE-1: The applicant shall conduct noise monitoring at <br /> homes within Neighborhood L that are adjacent to the MHCSD wastewater <br /> treatment plant. if measured noise levels are higher than the adopted standards, <br /> the applicant shall work with the MHCSD to incorporate mitigation (sound walls <br /> or housings)that would result in noise levels within Master Plan requirements. <br /> This mitigation measure would reduce the impact to a less-than-significant level. <br /> b) Would the project result in exposure of persons to or generation of e <br /> excessive ground borne vibration or ground borne noise levels? <br /> The only potential source of ground-borne vibration would be rail traffic on the <br /> Union Pacific Railroad. The closest proposed homes(High Density Residential <br /> in the southern portion of Neighborhood L)would be set back over 200 feet from <br /> these tracks. Measurements along commuter rail corridors have shown that at <br /> distances of 100 feet or more, ground vibration levels are insignificant. Thus, no <br /> impacts due to ground-borne vibration would be expected. <br /> (grin 1) 5-142 <br /> S <br />
