TRANSPORTATIDNITRAFFIC <br /> Neither of the airports mentioned above is a major airport that serves interstate j <br /> travel or international travel. International travel is through Oakland International <br /> Airport or San Francisco International Airport,which are approximately 44 and 55 <br /> miles, respectively,to the west of the Mountain House community. <br /> Intersection Level of Service Methodology <br /> Level of service(LOS)is a qualitative measure describing traffic conditions at a <br /> road or intersection, including driver perceptions of these conditions(see Table <br /> 5.15-3). The level of service generally describes these conditions based on such <br /> factors as speed and travel time, delay,freedom to maneuver,traffic <br /> interruptions, comfort and convenience, and safety. Six levels of service are <br /> defined for each type of facility(i.e., roadway or intersection)that is analyzed. <br /> They are given letter designations from A to F,with LOS A representing the best <br /> - operating conditions and LOS F the worst. <br /> L Peak-hour intersection conditions are reported as delay in seconds per vehicle <br /> with corresponding levels of service. In the traffic analysis presented in this <br /> section,operating conditions at all study intersections were evaluated using <br /> SYNCHRO 7.0 software emulating the Highway Capacity Manual (HCM)2000 <br /> methodology(Transportation Research Board, 2000). This method provides an <br /> overall intersection level of service. <br /> At one-way and all-way stop-controlled intersections, level of service was <br /> evaluated using the 2000 Highway Capacity Manual (HCM) Unsignalized <br /> Intersections analysis methodology. The method ranks level of service on an A <br /> through F scale similar to that used for signalized intersections, but uses control <br /> delay in secondsas its measure of effectiveness. <br /> A total of 18 existing and future major intersections have been identified in the <br /> F�! Master Plan for evaluation. TJKM collected the existing peak-hour turning <br /> movements for 11 of the existing study intersections as shown in Figure 5.15-1. <br /> y Five of the 11 existing intersections are signal controlled. The results of the level <br /> of service analyses are shown in Table 5.15-4 below. All intersections currently <br /> operate at LOS B or better. <br /> Significant Impacts Identified in the 1994 Master Plan <br /> EIR (MEIR) <br /> F The 1994 MEIR identified the following significant transportation impacts for <br /> buildout of the entire Mountain House project: <br /> 1) At buildout,the project trips would contribute significantly to projected <br /> traffic growth and level of service deficiencies on the road system.
