f <br /> ,Greenhouse Gas Emissions Technical Report <br /> Mountain House Neighborhoods K&L,San Joaquin County,California <br /> Executive Summary <br /> I Mountain House is a mixed-use development in San Joaquin County, California. The focus of <br />; t this analysis is the proposed development of select subdivisions (neighborhoods K & L, the <br /> Project) at Mountain House. The Project will result in both,one-time and annual greenhouse <br /> gas (GHG) emissions. This report provides an inventory of emissions that would result from <br /> approving the Project. Because the San Joaquin Valley Air Pollution Control District <br /> (SJVAPCD, the District) is the primary agency responsible for comprehensive air pollution <br /> control in the San Joaquin Valley, where'this Project will be located, this report follows <br /> SJVAPCD GHG emissions calculation guidance.. <br /> The Project inventory:considers eight categories of GHG emissions: energy use associated with <br /> } residential buildings and non.residential buildings, mobile sources, area sources, solid waste, <br /> water and waste water, swimming pools at recreational facilities, and vegetation. The electrical <br /> `I power for the Project.will be supplied by Modesto Irrigation District (MID), Accordingly, indirect <br /> GHG emissions from electricity usage associated with the Project are calculated using the MID <br /> carbon-intensity factors adjusted for future mandated renewable energy requirements. Natural <br /> gas will be supplied by Pacific Gas and Electric (PG&E). <br /> To assist interested parties in assessing the significance of GHG emissions from land-use <br /> development projects under the California Environmental Quality Act (CEQA), SJVAPCD has <br /> developed guidance." SJVAPCD guidance relies on the use of performance based standards, . <br /> otherwise known as Best Performance Standards (BPS), for assessing the significance of GHG <br /> t emissions under CEQA. According to SJVAPCD guidance, projects implementing BPS would <br /> t <br /> be determined to have a less than significant individual and cumulative impact on global climate <br /> change and would not require:project specific quantification of GHG emissions.
