NEIGHBORHOODS D, K.,L,AND TOWN CENTER <br /> PHASE I ENVIRONMENTAL SITE ASSESSMENT REPORT <br /> AND <br /> A PARTIAL RESPONSE TO MOUNTAIN HOUSE MASTER PLAN CHAPTER SIX <br /> MOUNTAIN HOUSE,SAN JOAQUIN COUNTY <br /> CALIFORNIA <br /> November 30, 2004 <br /> 1.0 INTRODUCTION <br /> The Client retained Condor Earth Technologies, Inc. (Condor) to conduct a Phase I Environmental Site <br /> Assessment (ESA) and prepare a partial response to the Mountain House: New Community Master Plan, <br /> Chapter.Six-for Mountain House Neighborhoods D, K, L, and Town Center (Site) in Mountain House, <br /> San Joaquin County, California(Figures 1 through 5, Appendix A). The Site includes properties and <br /> portions of properties designated by Assessor Parcel Numbers (APNs) 209-030-03 and-04; 209-040-09, <br /> -14, and -17; 209-050-09; 209-170-02; and 209-450-11, -12, and -13 comprising approximately 1,195 <br />` acres under consideration by the Client for residential development. <br /> This report has two distinct components: <br /> L. A Phase I ESA performed in accordance with American Society for Testing and Materials E <br /> 1527-00, Standard Practice for Environmental Site Assessments: Phase I Environmental Site <br /> Assessment Process (ASTM E 1527-00) and is hereinafter referred to as an ASTM Phase I ESA. <br /> 4 2. An assessment designed to address a portion of the Mountain House: New Community Master <br /> Plan, Chapter Six requirements. The scope of work for this project is discussed in more detail in <br /> Section 1.2 of this report. <br /> Included in this report is a discussion of the purpose and scope of work; a description of the Site and <br /> adjacent properties; a discussion of the information gathered from records, interviews, and Site visits; and <br /> Condor's findings and conclusions. Figures referenced in the report are included in Appendix A. <br /> Photographs of the Site are located in Appendix B. The results of researched ASTM-recommended <br /> government databases [Environmental Data Resources, Inc. (EDR) Radius Map with GeoChecv] are <br /> contained in Appendix C. Preliminary Title Reports are located in Appendix D. Pesticide Use Reports <br /> and Restricted Materials Permits are located in Appendix E. Historical topographic maps, aerial <br /> photographs, and city directory information are contained in Appendix F. A response letter from PG&E <br /> on PCB-containing transformers and completed Site Questionnaires are located in Appendix G. <br /> California Department of Conservation, Division of Oil, Gas and Geothermal Resources (DOGGR) Well <br /> Records are located in Appendix H. The glossary of terms associated with an ASTM Phase I ESA is <br /> contained in Appendix I. This report generally follows the recommended format in Appendix X2 of <br /> ASTM E 1527-00. <br /> 1.1 PURPOSE <br /> The purpose of the ASTM Phase I ESA is to conduct an appropriate inquiry into previous ownership and <br /> uses of the property.to help partially satisfy the innocent landowner defense to Comprehensive <br /> Environmental Response, Compensation and Liability Act (CERCLA) liability and to document those <br /> conditions discovered during the inquiry that are "potential environmental conditions that could <br /> materially impact the operation of the business associated with the parcel of commercial real estate" <br /> 1f <br /> i«1 CONDO <br /> k <br />
