According to the Summa Re ort-Former Shell Central Valley Crude Line' s-Vicinity of <br /> Mountain. House Parkway and Mascot Boulevard dated March 15, 2004, by Clayton Group <br /> Services, impacted soil and groundwater were noted on the adjoining northwestern property in <br /> June 2003. Soil and groundwater testing activities were performed, identifying areas of petroleum <br /> hydrocarbon contamination. One of these areas of soil contamination is Iocated on the adjoining <br /> western property with laboratory analytical results indicating total petroleum hydrocarbons <br /> quantified as diesel (TPH-d) at 3,600 milligrams per kilogram (mg/kg) and total petroleum <br /> hydrocarbons quantified as crude oil (TPH-cr) at 12,000 mg/kg. Further investigation is being <br /> performed under Shell's administration along this former pipeline route. According to this current <br /> information and on-going remediation status, this former pipeline alignment appears to. be a <br /> potential risk to the Site property. <br /> 4.2.2 San Joaquin County Office of Emergency Services <br /> The San Joaquin County Office of Emergency Services (OES) did not have Hazardous Materials <br /> Management Plans (HMM P) and Chemical Inventories (CI) for the Site or for any governmental database <br /> locations located.within '/4-mile of the Site.However, an HMMP and Cl were available for the following: <br /> • Mountain House Community Service District's (CSD) WWTP located at 1:7300 W. Bethany <br /> Road has the following chemical inventory: aluminum sulfate, diesel, hydrochloric acid, <br /> polymer, sodium bisulfite, and sodium hypochlorite. <br /> • Rankins Ag, Inc. located at 17400 W. Bethany Road has the following chemical inventory: 2,4- <br /> D, diesel, furadan, gasoline, oil,paraquat, and waste oil. <br /> An Incident Report received from OES is listed below: <br /> • On December 22, 1998, OES responded to a request for inspection of an abandoned drug <br /> laboratory at 18601 W. Grant Line Road (residence, Neighborhood D). The Tracy Rural Fire <br /> Department provided decontamination assistance. Drug lab wastes (corrosive and flammable) <br /> were removed and sampling was done at this location. The Department of Toxic Substance <br /> Control (DTSC) and the California State Warning Center were notified. A DTSC clean-up <br /> contractor removed the involved materials from the premises. This location does not appear to be <br /> a potential risk to the Site property as it appears to have been cleaned up. <br /> I <br /> 4.2.3 San Joaquin County Agricultural Commissioner's Office <br /> The name of the lessee (Frank Arnaudo) and the locations of the Site properties were submitted to the San <br /> Joaquin County Agricultural Commissioner's Office (SJCACO), and the non-confidential portions of <br /> their files were researched. The SJCACO maintains Pesticide Use Reports and Restricted Materials <br /> Permits (materials use permits and reports) for only five years. Thus, it is possible pesticides could have <br /> been applied to the Site in the past and/or for a longer period of time. Materials use permits and reports <br /> are designated by geographic location and user's name. When a user has multiple crops and/or locations, <br />+' all of the restricted materials are consolidated on a single permit.The chemicals identified in the materials <br /> use permits and reports are listed in Table 1. Copies of the Pesticide Use Reports and Restricted Materials <br /> Permits are located in Appendix E. It must be noted that not all of the chemicals listed in Table I may <br /> have been applied to the Site properties. <br /> 4 i1� CONDOR <br />
