Phase I Environmental Si(e Assessment <br /> Neighborhoods D,K,L,and Town Center,Mountain House,California <br /> Page 16 <br /> 5.0 SITE RECONNAISSANCE <br /> 5.1 METHODOLOGY AND LIMITING CONDITIONS <br /> A walking and driving reconnaissance of the Site and surrounding areas were performed in accordance <br /> with the ASTM practice on November 12 and 15, 2004. Much of the properties were wet and muddy <br /> impeding access to portions of the Site. Construction and Iandscaping crews were working in some <br /> portions of the Site. November 15,. 2004 was very foggy. Areas of vegetation cover were located <br /> throughout the Site.No other limiting conditions are noted for the Site reconnaissance. <br /> 5.2 EXTERIOR OBSERVATIONS <br /> The Site is agricultural land with dirt farm roads and irrigation-related piping, waterways, and drainages <br /> located throughout the Site and former agricultural lands currently being used to facilitate construction <br /> and development of the town of Mountain House and Mountain House Creek. Areas of excavation and <br /> f elevation were especially noted in Neighborhood L and in Town Center. Photographs of the Site are <br /> I contained in Appendix B. <br /> The following items were not observed at the.Site during the site reconnaissance unless otherwise noted <br /> below. <br /> 1. Source of potable water. <br /> A domestic well was observed southwest of the house on APN 209450-12. A domestic <br /> well was observed northeast of the house on APN 209450-13. A well is located <br /> northwest of the construction headquarters in Town Center. <br /> ( 2. Sewage disposal <br /> t Several portable outhouses related to construction were noted throughout the Site. <br /> 3. Hazardous substances and petroleum products in connection with identified uses <br /> Warning signs were observed indicating an underground petroleum pipeline along Byron <br /> Road and indicating an underground, pressurized water pipeline along the north side of <br /> the railroad tracks (Neighborhood L). Several portable storage tanks with secondary <br /> containment containing fuel for the pump generators were observed along the western <br /> side of Mountain House Creek. Propane tanks were observed on the east side of the home <br /> on APN 209450-12 and to the north of the home on APN 209-450-13 (Neighborhood <br /> D). The staked northwest/southeast alignment of the former Shell pipeline easement was <br /> observed in Neighborhood D, A dirt access road is located along the alignment and <br /> evidence of excavation along the alignment was also noted. (Shell has discovered soil <br /> contamination from petroleum products within the easement.) <br /> 4. Storage tanks <br /> An approximately 20-gallon gas or diesel fuel tank for a vehicle was observed outside the <br /> small garage located in the southwestern comer of Neighborhood L. A portable <br /> approximately 300-gallon storage tank with secondary containment was observed in the <br /> northwestern portion of Town Center. <br /> 5. Odors <br /> 6. Pools of liquid <br /> Pools.of rainwater were observed in various locations on the Site properties. <br /> 7. Drums <br /> Several old 55-gallon drums were observed inside, west of, and northwest of, the bam on <br /> APN 209450-12 (Neighborhood D).
