Phase I Environmental Site Assessment <br /> Neighborhoods D,k,L,and Town Center,Mountain House,California <br /> Page 24 <br /> southern portion of Neighborhood L. A railroad right-of-way is Iocated along the southern boundary of <br /> Neighborhood L. <br /> Site reconnaissance revealed irrigation waterways, water pumps, and an electrical transformer are located <br /> along the northern portions of Neighborhoods K and L. Irrigation ditches and piping are located.throughout <br /> the Site properties. Warning signs indicating underground gas; petroleum, and water pipelines were <br /> observed along Kelso Road and Byron Road, Byron Road, and north. of the railroad right-of-way, <br /> respectively. <br /> Two old electrical transformers were observed stored on a pile of railroad ties in the northwestern portion <br /> of the small farm complex on Neighborhood D. Three electrical transformers were observed on the <br /> southeastern portion and one on the northwestern portion of APN 209-170-02; three were marked as non- <br /> PCB containing. <br /> File review information indicated that the 19822 W. Grant Line Road location had or possibly still has a <br /> 200- to 500-gallon farm LIST containing an unknown fuel in 1989.. This location does not appear to be a <br /> potential risk to the Site due to the small size of the tank and its distance to the Site. <br />` The future Mascot Boulevard and Altamont Parkway is the former location of the 8-inch and 10-inch <br /> diameter CVC pipelines formerly operated by Shell and reportedly removed in the 1960s (Figure 5, <br /> Appendix A). These two crude oil-carrying pipelines were located approximately five feet bgs and <br /> trended northwest/southeast through Neighborhood D and adjoining properties .to the west and south. <br /> According to a summary report, impacted soil and groundwater were noted on Neighborhood E in June <br /> 2003. Further soil and groundwater testing and remediation excavation activities were performed and <br /> localized petroleum hydrocarbon contamination of soil and groundwater were noted. One of these <br /> contamination areas is located on Neighborhood C. Ongoing investigation and remediation activities are <br /> being conducted by Shell in accordance with the requirements of SJCEHD and Central Valley Regional <br /> Water Quality Control Board. <br /> The abandoned Chevron crude oil pipeline, OVP, is located along the south side of Byron Road, between <br /> Neighborhood L and Town Center. Ongoing investigation and remediation activities are being conducted <br /> by Chevron Environmental Management Company in accordance with the requirements of SJCEHD and <br /> Central Valley Regional Water Quality Control Board. Review of provided preliminary title reports also <br /> indicated pipelines on several of the Site properties. <br /> i Resources from the Mountain House Master Plan indicated a small household waste dump area located in <br /> the northeastern portion of the adjoining western properties (Neighborhood C). Further interviews <br /> Findicated SJCEHD granted this area"No Further Action" status. One abandoned exploration gas well was <br /> formerly located within Neighborhood L and is shown in Figure 5, Appendix A. Two irrigation canals <br /> are located west of Neighborhood D. <br /> 9.0 OPINIONS AND CONCLUSIONS <br /> We (Condor) have performed a Phase I ESA in conformance with the scope and limitations of ASTM <br /> Practice E 1527'of parcels and/or portions of parcels designated as APNs 209-030-03 and --04; 209-040- <br /> 09, -14, and 717; 209-.050-09; 209-170-02; and 209-450-11, -12, and -13, the property. Any exceptions <br /> to, or deletions from, this practice are noted in Section 10.0 of this report. This assessment has revealed <br /> no evidence of recognized environmental conditions in connection with the property except for the <br /> following: <br /> +'a CONDO <br />
