If <br /> wastewater flow rates were higher than those predicted in the Master Plan assuming <br /> implementation of water conservation measures,then the next specific plan shall specify <br /> actions that would be implemented In the next specific plan to reduce the wastewater <br /> generation rates. Approval of the spedfic plan(s)shall be contingent on the adequacy of <br /> the proposed actions to reduce wastewater generation rates to those calculated in the <br /> Master Plan if appropriate. <br /> e)If sufficient off-site land cannot be secured for off-site reclamation,then on-site Plan Review/SP. SJCCDO,SJCDPW DP/SP <br /> reclamation shall be practiced to the maximum extent possible. Other disposal options, <br /> Including discharge to Old River and piping the effluent to non-contiguous lands for <br /> irrigation,shall be considered,if necessary. If future specific plans propose an interim or <br /> permanent wastewater reclamation at a site other than the sites identified in the Master <br /> Plan,all the policies in the Master Plan and all the adopted mitigation measures,shall be <br /> applicable to the proposed alternative reclamation sile(s). Any alternative wastewater <br /> reclamation site shall also be subject to the permitting requirements of the Central Valley <br /> Regional Water Quality Control Board and the Department of Health Services. Prior to the <br /> approval of any specific plan utilizing an alternative wastewater reclamation site not <br /> specifically identified in the Master Plan/Specific Plan I EIR,site-specific environmental <br /> review shall be performed(including but not limited with respect to human contact, <br /> biological impact,crop types,etc.)and additional mitigation measures will be adopted to <br /> mitigate any site-specific environmental impacts not previously addressed. <br /> f)A detailed Sall and Trace Metal Management Plan shall be submitted as part of the Review reclamation SJCDPW DP for wastewater <br /> reclamation plan to ensure that irrigation with reclaimed water Is a viable long-term disposal plan. treatment plant <br /> option and to ensure minimization of salts and trace metals that are discharged to surface <br /> waters via the agricultural drains. <br /> g)The location and design specifications for the wastewater storage ponds shall be Review reclamation SJCDPW DP for wastewater <br /> provided in the Reclamation Plan.The location of agricultural drains within a one-half mile plan. treatment plant <br /> radius of the storage ponds and the sources and characteristics of soil that would be used <br /> to construct the ponds shall be identified.The design specifications shall address levee and <br /> pond bottom permeability,levee stability,and flood protection. <br /> pinvrir A-4( ` <br />
