No comments specifically addressed the material covered in the <br /> Initial Study/Mitigated Negative Declaration. It is true that the project is within the jurisdiction being <br /> considered for the Delta Plan. However, as of October 20, 2011,the Delta Plan had not yet been <br /> adopted. It should also be noted that the Master Plan for Mountain House was the subject of a <br /> Notice of Determination when the Master Plan Master EIR was adopted in 1994. This project <br /> would also be the subject of a Notice of Determination which is expected to be filed in mid <br /> November or early December 2011, after the County Planning Commission takes action on both <br /> the Initial Study/Mitigated Negative Declaration and the proposed Tentative Subdivisions Maps for <br /> the two Mountain House neighborhoods. <br /> California Public Utilities Commission <br /> As noted in the comment letter,the Master Plan for the Mountain House New Community was <br /> amended to address safe rail crossings. Rail crossings were also addressed in Specific Plan II for <br /> the Mountain House community. No additional monitoring would be necessary. The existing Kelso <br /> Road crossing will be relocated as the new Great Valley Parkway crossing. The applicant will work <br /> with UPRR to build a new crossing that meets UPRR needs,as well as any others that have <br /> jurisdiction on this crossing. <br /> The existing Henderson and Wicklund crossings will be closed and replaced with one new crossing <br /> at Mountain House Parkway. Again,the applicant will work with UPRR to build a new crossing that <br /> meets UPRR needs, as well as any others that have jurisdiction on this crossing. The developers <br /> 1 <br />
