L <br /> y <br /> INTRODUCTION <br /> G <br /> Mr. and Mrs. Al Schimmel are proposing to create two parcels from a 20.31 acre parcel of land they <br /> own. The subject property is located 3,600 feet north of the intersection of Highway 120 and Henry <br /> Road, east of Escalon. Mr. Schimmel has prepared the Tentative Map for this project, which is <br /> attached. Parcel "A" is to contain 10.15 acres and Parcel "B" is also to contain 10.15 acres. <br /> According to the San Joaquin County Development Title, a Surface and Subsurface <br /> Contamination Report(SSCR)must be conducted prior to the time of Tentative Map submittal. <br /> The purpose of this report was to investigate the property for real or potential environmental <br /> contamination and report the findings to the Client and the San Joaquin County Environmental <br /> Health Department. This report complies with the San Joaquin County Ordinance, specifically <br /> I <br /> 9-905.12(a) for a Surface and Subsurface Contamination Report. <br /> Our report addresses and evaluates non-point sources of hazardous materials, as well as potential <br /> point sources. Non-point sources of hazardous materials include agricultural chemical residues <br /> and high nitrate concentrations in the underlying groundwater. Point sources investigated that <br /> may have affected the property include a fuel storage drum, storage areas, leaking electrical <br /> transformers, and on-site septic systems. <br /> No chemical analysis was conducted for this investigation, nor was there an inspection of any on- <br /> site or surrounding buildings for asbestos containing materials (ACMs). Since there are no <br /> municipal water and sewer utility hookups available, the proposed parcels created from this land <br /> subdivision will have domestic wells and on-site septic systems. <br /> SITE AND SURROUNDING PROPERTY DESCRIPTION <br /> The subject parcel currently is open ground that contained almond trees until 1998 to 1999. Mr. <br /> Schimmel is proposing to re-plant almond trees at some point in the near future. There are two <br /> residential structures on proposed parcel "A," which will be connected with a breeze way to <br /> create one residential structure. A barn exists directly east of the houses. These homes were built <br /> in 1947, when the property was apparently a dairy. Two separate septic systems for the homes <br /> are located to the north of each structure. Domestic water is supplied by an existing irrigation <br /> well and a large pressure tank placed 600 feet to the east of the homes. Current zoning is AG-10. <br /> Mr. and Mrs. Schimmel are proposing to build a new home at the west end of parcel "B." There <br /> is sufficient land area for a second unit dwelling, if so desired. <br /> The property can be flood irrigated by South San Joaquin Irrigation District(SSID) with <br /> conveyance terminating with the subject property. Irrigation slope is denoted on the Tentative <br /> Map. The site is surrounded by parcels that have been farmed for many decades. The region has <br /> been dry-land farmed since the middle-to-late 1800's. It became irrigated farmed around the <br /> 1920's.
