CONDITIONS OF APPROVAL <br /> PA-0400250 <br /> George Reed, Inc. <br /> Quarry Excavation Application No. PA-0400250 was approved by the San Joaquin County Planning <br /> Commission on July 7, 2005. The effective date of approval is June 17, 2005. This approval will <br /> expire on January 16, 2007, which is 18 months from the effective date of approval, unless (1) all <br /> Conditions of Approval have been complied with, (2) all necessary building permits have been <br /> secured and remain in force, and (3) all necessary permits from other agencies have been secured <br /> and remain in force. <br /> Unless otherwise specified, all Conditions of Approval and Ordinance requirements shall be fulfilled <br /> prior to the establishment of the use and the issuance of any building permits. Those Conditions <br /> followed by a Section Number have been identified as Ordinance requirements pertinent to this <br /> application. Ordinance requirements cannot be modified, and other Ordinance requirements may <br /> apply. <br /> 1. COMMUNITY DEVELOPMENT DEPARTMENT (Staff Contact: John Funderburg, 468-3160) <br /> a. APPROVAL: This is an approval to remove one million cubic yards of rock, sand and gravel in three <br /> (3) phases over twelve (12) years, as shown on the revised site plan dated June 10, 2005. The <br /> approval includes the revised Reclamation Plan for Hendrick Ranch dated September 7, 2004 All <br /> materials shall be processed at an existing facility (QX-89-0002). The excavation process shall be <br /> completed by December 31, 2015. The site shall be fully reclaimed by December 31, 2017_ <br /> b. STOCKPILING: No stockpiled soil or material shall be placed closer than twenty-five (25) feet to a <br /> property boundary. (Development Title Section 9-1415.3[b]) <br /> c. EROSION CONTROL: Protective vegetative planting, silt screen dams, or other approved methods <br /> shall be required where necessary for the control of erosion. An erosion and sediment control plan <br /> approved by Development Services Division shall be part of the reclamation plan. (Development Title <br /> Section 9-1415.3[d]) <br /> d PERFORMANCE STANDARDS: Standards contained in Chapter 9-1025 shall be met unless <br /> otherwise modified by conditions of the Quarry Excavation Permit. (Development Title Section 9- <br /> 1415.3[e]) <br /> e. HOURS OF OPERATION: Plant operations shall normally be carried on during the hours from 5:00 <br /> a.m. to 9 00 p.m. (Development Title Section 9-1415.3[f]) <br /> f. REPLACEMENT OF TOPSOIL: The topsoil shall be set aside, and upon completion of an <br /> excavation, the topsoil shall be replaced and the site leveled in conformance with the excavation <br /> permit (Development Title Section 9-1415.3[g]) <br /> g WEED CONTROL: If noxious weeds are on the site, operations shall be in accordance with <br /> instructions from the Agricultural Commissioner of San Joaquin County. (Development Title Section <br /> 9-1415.3[h]) <br /> h. HEALTH CONSIDERATIONS: This quarry excavation shall: <br /> (1) Not cause health or sanitary hazards and shall not crate conditions which will cause the breeding <br /> or increase of mosquitoes, rodents, or other pests. <br /> Conditions of Approval - 1 - PA-0400250 <br />
