c. A video tape of the planned haul route showing conditions of all County roads shall be prepared. <br /> The condition of San Joaquin County maintained roads along the haul route shall be reviewed with <br /> Public Works prior to the start of excavation.Any proposed changes to the haul route shall require a <br /> revision to the conditions of approval. (Development Title Section 9-1415.2) <br /> d. Loads on all public roads shall be required to be legal loads only. (Street and Highway Title Section <br /> 10-2350) <br /> e. An encroachment permit shall be required for work within the road right-of-way. (Development Title <br /> Sections 9-1145.4 and 9-1145.5) <br /> f. The applicant shall construct a 150-foot left-turn pocket for southbound Santa Fe Road at the <br /> project access point. <br /> g. All improvements shall be in conformance with the current Improvement Standards and <br /> Specifications of San Joaquin County. All improvement plans and specifications are subject to plan <br /> check and field inspection fees and must be approved by Public Works prior to the issuance of an <br /> encroachment permit. Dedication to result in a 25-foot wide right-of-way from the centerline of Hall Road to the property <br /> line shall be required across the frontage for APN 247-230-09. A Maintenance Agreement to ensure that all roads designated as haul routes are maintained to a <br /> condition acceptable to San Joaquin County shall be executed by the applicant. In lieu of the <br /> maintenance agreement, a one-time road maintenance fee or an annualized maintenance fee may <br /> be acceptable to the County. Application for either of the in-lieu fees may be made to public works. <br /> j. The Traffic Impact Mitigation Fee may be required for this development. The fee is due and payable <br /> at the time of building permit application. The fee currently is $281.69 per trip-end in the Escalon <br /> area. The fee shall be automatically adjusted July 1 of each year by the Engineering Construction <br /> Cost Index as published by the Engineering News Record. Prior to the start of operations, the applicant must obtain coverage under the State National <br /> Pollutant Discharge Elimination System (NPDES) General Plan for Discharge of Stormwater <br /> associated with industrial activities by filing a Notice of Intent (NOI) to comply with the State Water <br /> Resources Control Board and developing a Storm Water Pollution Prevention Plan (SWEPP) <br /> (Industrial) <br /> 3.
