REVISED CONDITIONS OF APPROVAL PA-0400250(QX, RAA) REED LEADING GROUP, LLC/GEORGE REED, INC. Revisions of Approved Actions application for previously approved Quarry Excavation application No. PA-0400250 was approved by the Planning Commission on June 15, 2017. The effective date of approval is June 26, 2017. This approval will expire on December 31, 2031, unless (1) all Conditions of Approval have been complied with, (2) all necessary building permits have been issued and remain in force, and (3) all necessary permits from other agencies have been issued and remain in force. Unless otherwise specified, all Conditions of Approval and ordinance requirements shall be fulfilled prior to the establishment of the use and the issuance of any building permits. Those Conditions followed by a Section Number have been identified as ordinance requirements pertinent to this application. Ordinance requirements cannot be modified, and other ordinance requirements may apply. 1. COMMUNITY DEVELOPMENT DEPARTMENT (Staff Contact: Giuseppe Sanfilippo, [209]468-0227) a. APPROVED USE: This approval is for a Quarry Excavation to remove approximately one million cubic yards of rock, sand, and gravel from approximately 56 acres in three phases over a period of 26 42 years as shown on the site plan dated June 10, 2005 and the amended reclamation plan dated September 110 March 16, 2017. All materials shall be processed at an existing facility (QX-89-0002). The excavation process shall be completed by DeGember 41, 2015 December 31, 2029. The site shall be fully reclaimed by DeGeFR136=31, '017 December 31. 2031 b. STOCKPILING: No stockpiled soil or material shall be placed closer than twenty-five (25) feet to a property boundary. (Development Title Section 9-1415.3[b]) c. EROSION CONTROL: Protective vegetative planting, silt screen dams, or other approved methods shall be required where necessary for the control of erosion. An erosion and sediment control plan approved by Development Services Division shall be part of the reclamation plan. (Development Title Section 9-1415.3[d]) d. PERFORMANCE STANDARDS: Standards contained in Chapter 9-1025 shall be met unless otherwise modified by conditions of the Quarry Excavation Permit. (Development Title Section 9- 1415.3[e]) e. HOURS OF OPERATION: Plant operations shall normally be carried on during the hours from 5:00 a.m. to 9:00 p.m. (Development Title Section 9-1415.3[f]) f. REPLACEMENT OF TOPSOIL: The topsoil shall be set aside, and upon completion of an excavation, the topsoil shall be replaced and the site leveled in conformance with the excavation permit. WEED CONTROL: If noxious weeds are on the site, operations shall be in accordance with instructions from the Agricultural Commissioner of San Joaquin County. HEALTH CONSIDERATIONS: This quarry excavation shall: (1) Not cause health or sanitary hazards and shall not crate conditions which will cause the breeding or increase of mosquitoes, rodents, or other pests.
