REVISED CONDITIONS OF APPROVAL <br /> PA-0400250(QX, RAA) <br /> REED LEADING GROUP, LLC/GEORGE REED, INC. <br /> Revisions of Approved Actions application for previously approved Quarry Excavation application <br /> No. PA-0400250 was approved by the Planning Commission on June 15, 2017. The effective date of <br /> approval is June 26, 2017. This approval will expire on December 31, 2031, unless (1) all Conditions <br /> of Approval have been complied with, (2) all necessary building permits have been issued and <br /> remain in force, and (3) all necessary permits from other agencies have been issued and remain in <br /> force. <br /> Unless otherwise specified, all Conditions of Approval and ordinance requirements shall be fulfilled <br /> prior to the establishment of the use and the issuance of any building permits. Those Conditions <br /> followed by a Section Number have been identified as ordinance requirements pertinent to this <br /> application. Ordinance requirements cannot be modified, and other ordinance requirements may <br /> apply. <br /> 1. COMMUNITY DEVELOPMENT DEPARTMENT (Staff Contact: Giuseppe Sanfilippo, [209]468-0227) <br /> a. APPROVED USE: This approval is for a Quarry Excavation to remove approximately one million <br /> cubic yards of rock, sand, and gravel from approximately 56 acres in three phases over a period <br /> of 26 42 years as shown on the site plan dated June 10, 2005 and the amended reclamation plan <br /> dated September 110 March 16, 2017. All materials shall be processed at an existing facility <br /> (QX-89-0002). The excavation process shall be completed by DeGember 41, 2015 December 31, <br /> 2029. The site shall be fully reclaimed by DeGeFR136=31, '017 December 31. 2031 <br /> b. STOCKPILING: No stockpiled soil or material shall be placed closer than twenty-five (25) feet to a <br /> property boundary. (Development Title Section 9-1415.3[b]) <br /> c. EROSION CONTROL: Protective vegetative planting, silt screen dams, or other approved methods <br /> shall be required where necessary for the control of erosion. An erosion and sediment control plan <br /> approved by Development Services Division shall be part of the reclamation plan. (Development Title <br /> Section 9-1415.3[d]) <br /> d. PERFORMANCE STANDARDS: Standards contained in Chapter 9-1025 shall be met unless <br /> otherwise modified by conditions of the Quarry Excavation Permit. (Development Title Section 9- <br /> 1415.3[e]) <br /> e. HOURS OF OPERATION: Plant operations shall normally be carried on during the hours from 5:00 <br /> a.m. to 9:00 p.m. (Development Title Section 9-1415.3[f]) <br /> f. REPLACEMENT OF TOPSOIL: The topsoil shall be set aside, and upon completion of an <br /> excavation, the topsoil shall be replaced and the site leveled in conformance with the excavation <br /> permit. (Development Title Section 9-1415.3[g]) <br /> g. WEED CONTROL: If noxious weeds are on the site, operations shall be in accordance with <br /> instructions from the Agricultural Commissioner of San Joaquin County. (Development Title Section <br /> 9-1415.3[h]) <br /> h. HEALTH CONSIDERATIONS: This quarry excavation shall: <br /> (1) Not cause health or sanitary hazards and shall not crate conditions which will cause the <br /> breeding or increase of mosquitoes, rodents, or other pests. <br /> (2) Provide hand washing facilities on or near the approved toilets.
