.r <br /> Phase I Environmental Site Assessment Page 4 <br /> Brookland Farms Subdivision <br /> GPE Project No. 440.1 <br /> March 19, 2004 <br /> 1.0 INTRODUCTION <br /> 1.1 PURPOSE <br /> The commonly accepted standard for the completion of Phase I ESAs is outlined <br /> by the American Society for Testing and Materials (ASTM) in their Standard (E <br /> 1527-00), Standard Practice for Environmental Site Assessments: Phase I <br /> Environmental Site Assessments Process. The purpose of this process is to <br /> identify, to the extent feasible and practical in the time frame allowed during <br /> the completion of a property transaction, the presence or absence of"recognized <br /> environmental conditions". That standard defines a recognized environmental <br /> condition as: <br /> "the presence or likely presence of any Hazardous Substance or Petroleum <br /> Product on the Property under conditions that indicate an existing release, <br /> a past release, or a material threat of a release of any Hazardous Substance <br /> or Petroleum Product into structures on the property or into the ground, <br /> _ groundwater or surface water of the Property." <br /> In the completing of this assessment, Geo-Phase Environmental Inc. reviewed <br /> and/or accessed a number of data sources including: 1) State and Federal record <br /> databases, 2) local goyelilmental records, 3) visual observations of the site, 4) <br /> interviews wi h the owner and operator of the property and local government <br /> officials, and 5) aerial ph too graphs and-as other local sources of istorical <br /> and environmental records. This review of data was performed in order to <br /> identify possible current or past: land use practices, man made structural <br /> features, or other man made or natural features or events that might be sources <br /> of recognized environmental conditions. This review process is intended to not <br /> only identify these practices, features, and events at the subject property but to <br /> ` identify those at adjacent and nearby sites as well in that these off-site practices, <br /> features, or events might impact the subject Property with recognized <br /> environmental conditions, possibly directly or indirectly and thus impair its <br /> normal use. <br /> 2937 Veneman Ave.,#B240 Geo-Phase Environmental Inc.
